JAKARTA - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia revealed that there are 20,000 to 30,000 people's wells that can be managed to increase national lifting achievements.
This was revealed by Bahlil after chairing a kick off meeting on the socialization of the Regulation of the Minister of Energy and Mineral Resources Number 14 of 2025 concerning Cooperation in Management of the Working Area for Increasing Oil and Gas Production.
"Yes, around 20,000 to 30,000 wells. So there are quite a lot of them after being identified," Bahlil told the media crew at the Ministry of Energy and Mineral Resources Office, Tuesday, July 29.
Bahlil said, when the community well has been identified, it will be purchased by a Cooperation Contract Contract Contract Contractor (KKKS) worth 70 percent of ICP per barrel.
The chairman of the Golkar Party said that later this oil well would be managed by Regional Owned Enterprises (BUMD), Small and Medium Enterprises (SMEs). He ensured that this well could not be managed by the Red and White Cooperatives who sell basic necessities.
"But it's not fake cooperative. It's not cooperative to sell crackers, it's not. And it's not a co-operation of selling basic commodities," said Bahlil.
For information, the term old well itself refers to oil wells that were drilled before 1970, have produced, and are currently no longer being worked on by active contractors, according to the Regulation of the Minister of Energy and Mineral Resources Number 1 of 2008 concerning Guidelines for Economic Mining Concession at Old Wells.
The implementation of this scheme is strengthened through the Minister of Energy and Mineral Resources Regulation No. 14 of 2025 concerning Cooperation in Management of the Working Area for Oil and Gas Production Improvement. This regulation opens space for Regional Owned Enterprises (BUMD), Cooperatives, and Micro, Small and Medium Enterprises (MSMEs) to play a role in managing marginal wells while still upholding the principles of safety, sustainability, and good governance.

He explained, one barrel is equivalent to 159 liters, so three barrels almost reach 500 liters.
With an ICP price of $70 per barrel and an assumption of a 70 percent share of the proceeds, each barrel generates around $49.
"This means that in a day one well can earn around USD 147 - rounded up to USD 150 or the equivalent of more than IDR 2 million," said Bahlil.
