PT Kilang Pertamina Internasional is ready to develop the Used Cooking Oil to Sustainable Aviation Fuel (USAF) or Avtur project made from crude oil.

KPI President Director, Taufik Aditiyawarman said, KPI is ready to expand and replicate the USAF project, which has now been developed at the Cilacap Refinery, will also be developed at Dumai Refinery and Balongan Refinery. To mark the commitment to the replication, Pertamina's USAF Project development commitment was signed at Grha Pertamina, Jakarta, Monday, May 26, 2025.

"This USAF project is clear evidence that we are committed to not only maintaining national energy security, but also developing a sustainable low-carbon energy portfolio," said Taufik, Tuesday, May 27.

According to Taufik, the development of SAF in Pertamina, especially KPI, has started since 2020.

At that time, KPI through the Cilacap Refinery succeeded in producing Bioavtur J2.4 from Palm Kernel Oil.

A year later, the product was used on a test flight with the CN-235 aircraft. Then it will be continued in 2023 with a commercial Garuda Indonesia flight on the Jakarta route "Solo".

Taufik said the two trials proved that plant-based aviation fuels were no longer concepts, but reality.

In 2024, KPI launched Project USAF (UCO to SAF) as an important step to start commercialization of SAF made from waste (twisted oil) and certified sustainability.

A series of activities were carried out, including the development of catalytic technology with Pertamina Technology Innovation, catalytic manufacturing by PT Catalyst Sinergi Indonesia, certifying the sustainability of ISCC EU and CORSIA, and culminating it at Turn Around January 2025, PT KPI has carried out a change out catalyst USAF at RU IV and marks it is ready to conduct a commercial test of certified SAF production from broken oil in early Q-3 of 2025.

The vision of becoming a sustainable certified SAF producer and made from crude oil for the first time in Indonesia is supported by the upstream ecosystem of the downstream SAF Pertamina Group which involves several subholdings, including Pertamina Patra Niaga, Pelita Air and Pertamina Persero as Project Coordinators.

As proof of its commitment to Project USAF, KPI will expand this project to other refineries, such as Dumai Refinery and Balongan Refinery in order to increase the capacity and capability of SAF production, as well as start commercial trials.

According to Taufik, Project USAF is not only producing sustainable fuel, but also part of the big blueprint circular SAF ecosystem which forms a strong supply chain with perpetrators of collecting UCO, transporter, and off-takers such as airlines and BUMN Aviasi.

"And in 2028, we hope to witness the Green Refinery Project startup in Cilacap, with a capacity of 6 MBSD, processing feedstock from UCO, POME, and others. This will make Pertamina a pioneer of green energy," concluded Taufik.

On the same occasion, Acting (Plt) President Director of PT Pertamina Patra Niaga, Mars Ega Legowo Putra said that the efforts of KPI and PT Pertamina Patra Niaga in developing USAF are a historic collaboration for Pertamina and Indonesia.

This is because this program is listed in Asta Cita Presiden Prabowo Subianto, which is about energy independence.

And to support the realization of Project USAF, Mars Ega said, PT Pertamina Patra Niaga has prepared tools to collect Used Cooking Oil (UCO) at ten gas stations spread across Jakarta. With this tool, PT Pertamina Patra Niaga collaborated with the community to participate in the development of USAF.

According to Mars Ega, the public is very enthusiastic about providing the broken oil they have, as the main raw material for making USAF.

"This tool is still on a piloting scale, but to this day at least 6,042 people have voluntarily deposited UCO in tools spread across ten gas stations in Jakarta," said Mars Ega.
