JAKARTA - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia announced the Electric Power Supply Business Plan (RUPTL) of PT Perusahaan Listrik Negara (Persero) 20252034 on May 26, 2025.

Overall, said Bahlil, the government is targeting to increase the power plant capacity by 69.5 GW by 2034.

Of this total, about 76 percent of capacity will come from New Renewable Energy (EBT) and energy storage systems such as batteries and pumped storage.

In the first five years, a 27.9 GW power plant will be built consisting of 9.2 gas-based GW, 12.2 GW from EBT, 3 GW for storage systems, and 3.5 GW coal plants that are already in the construction stage.

In terms of investment, the PLN RUPTL opens up opportunities worth IDR 2,967.4 trillion, which will be used for the construction of power plants, transmission networks, distributions, and village electricity programs.

"Interestingly, about 73 percent of the total power plant capacity is planned to come from a partnership scheme with private parties or Independent Power Producers (IPP), while the rest will be managed by the PT PLN Group," Bahlil said at a press conference at the Ministry of Energy and Mineral Resources Building, Monday, May 26.

The implementation of the plan to provide electricity business is expected to have a positive impact on the economy, one of which is by creating more than 1.7 million new jobs.

This opportunity is spread across various stages of the project, ranging from planning, construction, to operations, including the supporting manufacturing sector. EBT is the main contributor to labor absorption, in line with the transition direction to a more environmentally friendly energy system.

The 2025-2034 PLN RUPTL document is a concrete commitment of the government in improving people's welfare through the provision of reliable, sustainable, and clean energy-based electricity.

This document is expected to provide investment climate certainty as well as a marker of the new direction (grand design) for national electricity development for the next decade.

This is in line with the 8 percent economic growth target in 2029 and encourages the creation of new jobs.

The PLN 2025-2034 RUPTL also pays great attention to disadvantaged, frontier, and outermost (3T) areas.

Through the Village Electricity Program (Lisdes), the government is targeting electrification for 5,758 villages that have not yet been electrified, with the construction of a power plant with a capacity of 394 MW and connecting electricity to around 780,000 households. This program is intended to ensure that all residents, including in remote parts of the country, can enjoy full 24-hour electricity services.

"For me, energy is not only a matter of need, but also a form of equity and justice that we must do from Aceh to Papua. The direction of President Prabowo Subianto is so that in villages that there is no electricity so that we can install it immediately. So we will do this until 2029 is complete and from now on we will do it gradually, "concluded Bahlil.
