The first case was handled by the Rokan Hilir Police and started from a report by the Chairman of the Devendra Foundation, Daniel Pratama.
After conducting investigations and investigations, including the examination of witnesses, experts, and the seizure of evidence, investigators named AF as a suspect for allegedly opening a 3-hectare mangrove forest area in SK 1 RT 002/RW 010 Village, Teluk Piyai Regency, Kubu District, Rokan Hilir Regency.
"All of the land is within the Conversion Production Forest (HPK) area," said Ade.
The second case was handled by Subdit IV Ditreskrimsus Polda Riau after receiving information from the public regarding land clearing activities in Batang Kopau Village, Siakap Kecil River and Indah Lestari Village, Pasir Limau Kapas Sub-district, Pasir Limau Kapas District.
"In this case, the police have named SA as a suspect," said Ade.
Based on the results of the investigation, SA is suspected of starting to open land since November 2025. The total area that has been mapped reaches 115.21 hectares, consisting of 7.63 hectares in the Limited Production Forest (HPT) area, 77.73 hectares in the Conversion Production Forest (HPK) area, and 30.36 hectares in Other Use Area (APL).
"In carrying out his actions, the suspect is suspected of using a type of excavator to open land and damage mangrove plants," explained Ade.
Investigators also found that the activity was still being carried out even though there had previously been a ban from the Peduli Pesisir Forest Farmers Group and the Pasir Limau Kapas Regency Government.
In addition, the area has obtained approval for the management of Community Forests with an area of around 650 hectares based on the Decree of the Minister of Environment and Forestry Number 10767 of 2024.
"In the investigation process, we have examined 12 witnesses from both locations of the case and presented a number of experts," he said.
In addition to the two Hitachi brand excavators used to open the land, investigators also secured a number of documents and other evidence related to the case.
The two suspects are charged with a number of criminal provisions in the Coastal and Small Islands Management Law, the Forestry Law, the Law on the Prevention and Eradication of Forest Destruction, and the Law on Environmental Protection and Management.
