Minister Of Manpower Issues New Permenaker, Non-ASN Employees Must Register BPJS Employment

JAKARTA - The Minister of Manpower, Yassierli, issued the Minister of Manpower Regulation (Permenaker) Number 1 of 2025.

One of the contents, non-ASN employees who work for state officials are required to register BPJS Ketenagakerjaan.

In addition, the regulation also expands the benefits of guaranteeing work violence (JKK) by adding work accident criteria that include physical violence and/or rape at work.

Permenaker) Number 1 of 2025 is an amendment to Permenaker Number 5 of 2021 concerning Procedures for Implementing Work Accident Insurance Programs (JKK), Death Security (JKM), and Old Age Security (JHT).

"The change in the Permenaker aims to increase the certainty of protection for participants in the implementation of JKK, JKM, and JHT programs," Yassierli said in an official statement, Sunday, March 9.

The latest regulation also regulates the procedures for notification or reporting, preparation, and determination of Work Accidents (KK) and Work As a Result Diseases (PAK) and guarantee of health services on allegations of KK/PAK until it is concluded or determined as a KK/PAK or not.

Then, another substance change is related to providing benefits for the JKM program for workers who work at more than one employer, expanding the benefits of JKK by adding work accident criteria that include physical violence and/or rape at work, as well as expanding and facilitating beneficiaries of children's education scholarships.

Yassierli explained that Permenaker Number 1 of 2025 also stipulates the requirements for providing benefits for the JKM program for Non-Wage Recipients (BPU) participants as an effort to mitigate fraud.

"With the promulgation of Permenaker Number 1 of 2025, the Government hopes that the quality of BPJS Employment services will increase and will be better and make it easier for workers, laborers and/or heirs to claim and benefit when facing the risk of work accidents, work-induced diseases, or death," he said.

"We will continue to strive to provide the best for the community and the Republic of Indonesia," he continued.
