JAKARTA - The Ministry of Public Works (PU) will take firm action against the Toll Road Business Entity (BUJT) if it is proven that it does not meet the Minimum Service Standards (SPM).

Director General of Highways of the Ministry of Public Works, Roy Rizali Anwar, said that currently his party is still working on regulations related to the imposition of sanctions on BUJT that do not meet SPM on the toll roads it controls.

"Changes of parameters regarding administrative sanctions are being drafted and targeted to be set at the end of July 2025," Roy said in a hearing (RDP) with Commission V DPR RI at the Parliament Complex, Senayan, Jakarta, Wednesday, February 19.

Roy said the regulation would later be launched through a Ministerial Regulation (Permen).

Meanwhile, so far, based on Government Regulation (PP) Number 23 of 2024 concerning Toll Roads, BUJT that does not comply with SPM is only given a tariff adjustment sanction.

"The evaluation and adjustment of toll rates is carried out by the Minister every two years based on two things, (a) the influence of the inflation rate and (b) the evaluation of the fulfillment of SPM for Toll Roads," reads Article 83 paragraph (1) PP 23/2024.

Roy said, with the postponement of tariff adjustments, basically BUJT had suffered considerable financial losses.

"One of the delays in tariff adjustments due to not meeting the SPM is the Japek Toll Road (Jakarta'Cikampek). The Japek section should have adjusted the tariff for October 2, 2022, but it was delayed for approximately 16 months due to SPM which had not been fulfilled. The last tariff adjustment was on February 2, 2024," he concluded.
