JAKARTA - The State Asset Management Institute (LMAN) has funded land acquisition for various National Strategic Projects (PSN) amounting to Rp95.89 trillion from 2016 to 17 June 2022. Most of the funding comes from the state budget (APBN).

"Accumulated since LMAN was established in 2016, the total realization of PSN land funding was Rp. 95.89 trillion. A very large amount comes from the state budget," said LMAN President Director Basuki Purwadi in a Media Briefing quoted by Antara, Friday, June 24.

In detail, the realization of land acquisition funding by LMAN of Rp. 95.89 trillion includes toll roads of Rp. 81.74 trillion, dams of Rp. 9.84 trillion, trains of Rp. 2.83 trillion and ports of 795 billion. Then irrigation is Rp. 562 billion, raw water is Rp. 30 billion and the National Tourism Strategic Area (KSPN) is Rp. 85 billion.

Meanwhile, if you look at the realization, specifically for the first semester of 2022, LMAN has funded land acquisition reaching Rp6.27 trillion as of June 17 for PSN in the form of toll road infrastructure, dams, railways and irrigation. The Rp6.27 trillion realization includes toll road infrastructure Rp4.03 trillion, dams Rp1.96 trillion, trains Rp140 billion, ports Rp72 billion, irrigation Rp38 billion and raw water Rp20 billion.

Basuki said that 80 percent of the funding for the toll road infrastructure sector in 2022 will be carried out through a direct payment scheme, while the remaining 20 percent will be through bailouts.

According to him, this is an important step considering that the direct payment funding scheme means that business entities do not need to bail out in advance. "So that from the financial side of the business entity, infrastructure development projects will not be disturbed," he said.

He detailed that 89 percent of the funding for toll road land acquisition in 2020 or Rp. 16.05 trillion was carried out through bailouts, while the remaining 11 percent or Rp. 1.91 trillion was through a direct payment scheme.

Funding for toll road land acquisition in 2021 as much as 57 percent or IDR 10.1 trillion is carried out through direct payments while the remaining 43 percent or IDR 7.76 trillion is through bailouts. For toll road land acquisition funding in 2022 as much as 80 percent or Rp3.22 trillion through a direct payment scheme while 20 percent or Rp0.82 trillion through bailouts.
