Emergency PPKM Effective Today, Foreigner Travel Rules In The Country Are Still Being Discussed

JAKARTA - The government has issued a Circular Letter (SE) of the COVID-19 Task Force Number 14 of 2021 regarding travel within the country during the implementation of restrictions on community activities (PPKM) in Java and Bali. However, foreign travel regulations including the arrival of Foreign Citizens (WNA) to Indonesia are still in the finalization stage.

The head of the BNPB and the Head of the Task Force for Handling COVID-19 Ganip Warsito said that one of the things formulated was that the condition for arrival to Indonesia must have been vaccinated twice. This rule also applies to Indonesian Migrant Workers (PMI).

"We are finalizing travel arrangements from abroad. Whether it applies to foreigners, Indonesian citizens or Indonesian workers. This is in the process of coordination with the Ministry of Foreign Affairs, the Ministry of Justice and Human Rights and the Task Force and several other ministries," he said in a virtual press conference, July 2.

Ganip explained that the vaccine card will also be used as a condition for PMI's return during the period of the Java-Bali Emergency PPKM.

"For PMI, we will apply the vaccine card after conducting the entry test and quarantine it after the exit test," he explained.

Previously, Minister of Transportation Budi Karya Sumadi said that the implementation of Emergency Community Activity Restrictions (PPKM) for the transportation sector would begin on Monday, July 5, 2021.

This policy refers to the Circular Letter (SE) of the Task Force Number 14 of 2021 regarding the provisions for travel for domestic people during the COVID-19 pandemic.

"In reference to the Task Force SEs, the Ministry of Transportation has issued several SEs in the land, sea, air and rail transportation sectors and started on July 5 with the aim of giving operators the opportunity to prepare themselves," said Budi.

1. Domestic travel arrangements during Emergency PPKM

Budi explained that there were several criteria set as requirements for domestic travel during this Emergency PPKM. For long trips, you must show your vaccine card for at least the first dose. Includes 2x24 hour PCR rapid test results or 1x24 hour antigen. This rule applies to all modes of land, sea and air transportation.

"The vaccine certificate is not mandatory (obligatory) for mobility movement conditions outside Java and Bali," he said.

In addition, Budi continued, passengers are required to fill in an e-Hac on air, sea and ferry trips.

2. Restrictions on operating hours and passenger capacity

The Ministry of Transportation also regulates the transportation capacity and operating hours of public transportation during this Emergency PPKM period. The rules for limiting operating hours include:

- Air Transport

Capacity fell to 70 percent from the previous 100 percent and operating hours were adjusted to the airline's schedule.

- Land transportation

Capacity fell to 50 percent from the previous 85 percent and operating hours were adjusted to demand.

- Crossing

Its capacity has decreased to 50 percent from the previous 85 percent and operating hours are adjusted to demand and the ship's operating schedule.

- Water transportation

Its capacity has decreased to 70 percent from the previous 100 percent and operating hours are adjusted to the ship's schedule.

- Railways

a. Intercity

Its capacity is 70 percent unchanged from the previous condition and operating hours are adjusted to the train schedule.

b. Non-KRL Urban Trains

Its capacity is 50 percent unchanged from the previous condition, operating hours are adjusted to the train schedule.

c. KRL

Its capacity has been reduced to 32 percent from the previous 45 percent and operating hours are from 04.00 to 21.00 WIB.

"This is specifically done because the number is decreasing and 32 percent of this in Jakarta there is a movement of 350,000 people," he said.
