JAKARTA - The Ministry of Transportation (Kemenhub) has launched a technology-based law enforcement system to accelerate the Zero Over Dimension Over Loading (ODOL) target in 2027. The system called ETLE HUB allows violations of goods transport vehicles to be recorded electronically to support the process of taking action and paying fines.

Minister of Transportation Dudy Purwagandhi said that violations of vehicles with more dimensions and more loads (ODOL) have a direct impact on traffic safety and transportation infrastructure conditions.

"Vehicles that violate the provisions of dimensions and loads increase the risk of accidents. Accelerate the damage to roads and bridges, disrupt traffic order, and cause losses that must ultimately be shared," said Dudy when launching ETLE HUB in an official statement, Monday, August 10.

According to Dudy, ODOL supervision cannot only rely on field inspections. The growth in the number of vehicles and the width of the road network requires technological support and inter-agency data integration.

"Therefore, handling overdimension overloading must be carried out consistently and thoroughly. Supervision in the field is still needed. But the increasing number of vehicles and the width of the road network require better technology support and data integration," he said.

ETLE HUB is developed as part of the National Action Plan (RAN) for Handling ODOL Vehicles which involves cross-ministries and agencies. This system integrates various devices and databases to produce electronic recording evidence of violations of freight vehicles.

The technology used includes Automatic Number Plate Recognition (ANPR), Radio Frequency Identification (RFID), and Weigh In Motion (WIM). The data is integrated with the Electronic Test Pass (BLUE) to identify vehicles suspected of committing violations more accurately.

"Through the integration of ETLE with Weigh In Motion or WIM technology at UPPKB and Toll Roads, supervision can be carried out more broadly, consistently, and measured. Vehicle data, dimensions, cargo, and violations can be recorded and become the basis for follow-up in accordance with applicable regulations," said Dudy.

Currently, ETLE HUB has 51 monitoring points consisting of 26 points at the Motor Vehicle Weighing Unit (UPPKB) and 25 points on a number of toll roads. The coverage is targeted to continue to increase until 2029, with an additional 63 ANPR camera monitoring points at UPPKB and 15 monitoring points with WIM technology.

Before being launched, this system has been tested from January to July 2026 at three points, namely UPPKB Kertapati and UPPKB Talang Kelapa in Palembang, South Sumatra, and UPPKB Balonggandu in Karawang, West Java.

During the trial period, ETLE HUB detected 198,127 violations of freight vehicles. At that stage, violators were given administrative sanctions in the form of warnings.

Now, the system is entering the next phase with the support of issuing electronic violation letters and paying fines through BRI Virtual Account (BRIVA).

Thus, ETLE HUB is directed not only to detect violations, but also to support the digital enforcement process starting from monitoring, vehicle identification, provision of electronic evidence, issuance of violation letters, to payment of fines.

"This system is one of the instruments in the larger agenda towards Zero Odol 2027. Handling odol must be carried out from upstream to downstream, starting from compliance with vehicle dimensions, the process of loading goods, the responsibility of the transportation company and the owner of the goods, supervision on the road to law enforcement," said Dudy.

Dudy emphasized that handling ODOL is not only the responsibility of drivers. According to him, transportation companies, vehicle owners, cargo owners, and other parties in the cargo transportation ecosystem also have the responsibility to ensure that vehicles operate in accordance with regulations.

"Responsibility should not always stop with the driver. In the freight transportation ecosystem, there are freight companies, vehicle owners, goods owners, and other parties who have the responsibility to ensure that vehicles operate in accordance with the provisions," he said.

To strengthen the implementation of ETLE HUB, the Directorate General of Land Transportation of the Ministry of Transportation also signed six Cooperation Agreements (PKS) with a number of strategic partners. The cooperation includes monitoring freight vehicles on toll roads and industrial areas to supporting electronic payment of fines.

The Ministry of Transportation is working with PT Hutama Karya (Persero), PT Marga Mandalasakti, and PT Jasa Marga to strengthen vehicle surveillance on toll roads through the integration of vehicle data on the BLUE system with the support of ANPR and/or RFID.

Meanwhile, in the industrial area, cooperation was carried out with PT Jakarta Industrial Estate Pulogadung (Perseroda) and PT Kawasan Berikat Nusantara for the implementation of motor vehicle weighing facilities on special industrial area roads.

To support payments in the electronic enforcement system, the Ministry of Transportation has partnered with PT Bank Rakyat Indonesia (Persero) Tbk through the provision of banking services based on Application Programming Interface (API) or BRIAPI.

Dudy said the data generated by ETLE HUB will also be used to improve the ODOL supervision policy. According to him, data not only serves to record violations, but can be used to determine the location of supervision and formulate more targeted policies.

"The data collected must also be further utilized. Not just to record violations, but to read the pool, determine the points of supervision, and formulate policies that are increasingly targeted," said Dudy.

Through the implementation of ETLE HUB, the Ministry of Transportation hopes that the supervision of freight vehicles is not only oriented towards enforcement, but also encourages prevention and compliance. This step is expected to create more efficient distribution of goods without sacrificing the safety of road users and the sustainability of transportation infrastructure.

"In the end, we all want all freight to move efficiently, road and bridge infrastructure to be maintained, and most importantly, people can use the road safely and safely," said Dudy.
