JAKARTA - Coordinating Minister for Food (Menko Pangan) Zulkifli Hasan ensures that the existence of the Red and White Village/Neighborhood Cooperative (KDKMP) will not kill the business of stalls or similar micro, small, and medium enterprises (MSMEs) that have been run by the community.
According to Zulkifli Hasan or Zulhas, the Red and White Village Cooperative is not designed as a store or supermarket that will compete directly with stalls and retail business actors at the village and sub-district levels.
"I explain, this kopdes is not a shop, not a supermarket. So, don't worry about stalls, all kinds, these retail-rites are not here, yes. They can complement each other," said Zulhas in a press conference regarding the draft Presidential Regulation (Perpres) on the Management of KDKMP Implementation in Jakarta, Tuesday.
Zulhas explained that the main function of the Red and White Village/Village Cooperative is to become a government infrastructure in distributing various subsidized goods and government assistance to the community.
In addition, KDKMP will also act as an offtaker or party that buys and absorbs agricultural products from the community, such as grains, rice, and other commodities.
He gave an example, if the government's fixed price for buying rice is Rp6,500 per kilogram, but farmers only get an offer of Rp5,000 per kilogram from the middleman, the Red and White Village Cooperative can buy the rice at the government's set price through cooperation with Perum Bulog.
"If in that area the government determines the addition to be Rp. 6,500, it turns out that the price of the buying agent is Rp. 5 thousand. Therefore, the Merah Putih cooperative can buy it for Rp. 6,500, working together with Bulog, yes," said Zulhas.
In the future, if it develops well, the Red and White Village/Neighborhood Cooperative also has the opportunity to develop various local economic potentials, such as tourist villages, thematic villages, and other business sectors.
However, Zulhas emphasized that the most basic function of the KDKMP remains as an infrastructure for distributing subsidized goods and government assistance, as well as an offtaker of people's agricultural products.
"But the most basic thing was the infrastructure of the subsidy distributor and as an offtaker," he said.
The government targets around 25,000 Red and White Village Cooperatives to start operating in August to September 2026. The number is targeted to increase to 35,862 units by the end of the year.
Zulhas hopes that the Presidential Decree on the governance of the Red and White Village/Neighborhood Cooperative can be completed this week. The regulation is expected to become a common guideline and provide certainty for the implementation and operation of the KDKMP program in various regions.
"Hopefully this week the administration will be completed so that everyone can have the same handle," concluded Zulhas.
