Ministry of Transportation: VAT DTP for Aircraft Tickets to Maintain People's Purchasing Power

JAKARTA - The Ministry of Transportation stated that the value-added tax policy borne by the government (PPN DTP) of 100 percent for domestic economy air tickets aims to maintain people's purchasing power during the school holidays.

Director General of Air Transportation of the Ministry of Transportation Lukman F Laisa said that through this policy, the government will bear 100 percent of the VAT on the base fare and fuel surcharge for domestic flights in the economy class.

"The implementation of the DTP VAT policy for economy class air tickets during the school holidays period is going well as an effort by the government to maintain people's purchasing power and support national mobility," said Lukman when confirmed in Jakarta, Saturday.

The facility is valid for ticket purchases from the enactment of the regulation until July 5, 2026, with a flight period from June 24 to July 5, 2026.

This policy is a follow-up to the Minister of Finance Regulation Number 43 of 2026 concerning Value Added Tax on the Submission of Domestic Scheduled Commercial Air Transport Services in the Economy Class during the Government-Funded School Holidays in the 2026 Fiscal Year.

Lukman said the policy was a form of government synergy in providing convenience for the public to travel during the school holidays while maintaining purchasing power in the midst of increasing community needs during that period.

The DTP PPN program is one of the government's steps to provide stimulus to the public so that they can travel by air at a lighter cost during the school holiday period.

"Thus, the public has a larger space in managing travel expenses and other needs," said Lukman.

Based on the results of monitoring by the Directorate General of Air Transportation through the Air Transport Inspection System (ArTIS) application on the data of sales on June 24, 2026, the implementation of the DTP VAT policy has provided direct benefits to the public through adjustments to ticket prices on a number of domestic economy class flight routes.

"The results of the monitoring also show that all airlines have implemented the policy in accordance with the applicable regulations," he said.

The implementation of the program is expected to support the smooth mobility of the community during the school holidays, strengthen inter-regional connectivity, and have a positive impact on the tourism sector and the national economy.

The Directorate General of Air Transportation continues to carry out periodic monitoring and evaluation to ensure that the benefits of the policy can be optimally felt by the public and implemented in accordance with applicable regulations.

"We urge the public to take advantage of this program during the specified period. The government will continue to strive to maintain a balance between affordability of air transportation services, the sustainability of airline operations, and aspects of flight safety, security, and service," said Lukman.

In addition to monitoring, the Directorate General of Air Transportation also carried out intensive supervision of the compliance of air transportation business entities in implementing the DTP VAT policy, upper limit tariffs, and applicable fuel surcharge provisions.

If in its implementation it is found that there is a violation of these provisions, the Ministry of Transportation will take legal enforcement steps in accordance with laws and regulations, including administrative sanctions for airlines that do not comply with the provisions that have been set.
