JAKARTA - The Ministry of Public Works (PU) targets that the construction of the Cibeet and Cijurey Dams in West Java will be completed in 2028 to mitigate the risk of chronic flooding in the Karawang and Bekasi areas.

This step was taken following the record of losses due to flooding in the downstream of the Citarum River Basin which reached IDR 5.6 trillion in the last seven years or equivalent to an average burden of IDR 800 billion per year.

Minister PU Dody Hanggodo emphasized that the completion of the project was urgent to reduce the risk of destructive flooding that threatened industrial areas and settlements in the two Jakarta buffer areas.

"I hope it can be completed at least in 2027-2028. If it is not immediately resolved, I am afraid Karawang and Bekasi will flood again," said Dody as quoted from a written statement, Wednesday, April 15.

The government projects that the operation of the two dams will be able to reduce flooding by up to 80 percent and secure potential economic losses of IDR 16 trillion over a 25-year period.

Technically, the Cijurey Dam in Bogor Regency is designed to be 78 meters high with a capacity of 14.37 million cubic meters to reduce flood discharge by 59.33 percent or 172.94 cubic meters/second.

As of April 10, 2026, the physical progress of the Cijurey Dam has only reached 37.20 percent with the realization of budget absorption of 32.84 percent.

Meanwhile, the Cibeet Dam is prepared with a jumbo capacity of 83.28 million cubic meters to secure an area affected by flooding of 5,822 hectares (ha) downstream.

However, the Cibeet project is still seriously hampered by land procurement, where the realization of new land release only reached 7.9 percent of the total requirement of 1,700.26 ha.

In addition to flood control functions, Cibeet is also projected to supply water for the Tarum West Irrigation Area of 7,800 ha as well as the development of new irrigation of 1,036.97 ha.

The PU Ministry claims that it continues to optimize construction and cross-sector coordination to catch up with the target, especially in terms of land acquisition which is still low.

"The construction of the Cijurey and Cibeet Dams is part of the government's efforts to present a comprehensive solution to the recurring flood problem in the Karawang and Bekasi areas," he added.
