JAKARTA - The People's Housing Savings Management Agency (BP Tapera) recorded that as many as 1,877,747 low-income people (MBR) debtors have enjoyed the Housing Financing Liquidity Facility (FLPP) funds from 2010 to 2025.

BP Tapera Commissioner Heru Pudyo Nugroho explained that the trend in demand for subsidized houses continued to show a positive curve, especially after the pandemic. He noted that the borrower profile in 2025 was dominated by MBR with an income in the range of IDR 3 million-IDR 5 million per month.

"We see that the debtor's profile will not change much in 2026. The success of the 2025 realization is also driven by the ease of access to initial financing which depends on the minimum down payment (DP) scheme," said Heru as quoted from a written statement, Thursday, January 15.

In terms of segmentation, private sector workers are still the main engine for the absorption of Sejahtera FLPP mortgages with a share of 73.63 percent or equivalent to 205,330 units of houses in 2025, while the majority of debtors choose installment terms in the range of 10 to 15 years.

Entering the 2026 fiscal year (TA), the government has set a more aggressive target. Heru revealed that according to the 2026 Financial Note, there is an investment reserve allocation to meet the potential for adding the target for distribution to 350,000 units of houses.

Currently, the Implementation Budget Filling List (DIPA) is available has been pegged for 285,000 units of houses with a total funding requirement of Rp. 36.6 trillion.

"The funds consist of the DIPA budget of IDR 25.1 trillion, principal repayment (revolving fund) of IDR 10.2 trillion and the initial balance of 2026 of IDR 4.6 trillion," he said.

Heru is optimistic that the target of 350,000 units can be achieved considering the level of readiness of stakeholders is getting more mature.

Currently, BP Tapera has established cooperation with 43 distributing banks and 8,113 developers spread across 13,249 locations.
