Minister of Finance Purbaya Yudhi Sadive officially postponed the plan to apply excise duty for packaged sweetened drinks (MBDK) in 2026.
Purbaya explained that the new government will impose MBDK excise when economic growth has reached above 6 percent.
"For sweet drinks in packaging, why don't I present it now, indeed we haven't run it yet. We will start thinking about it when the economy is better off than now. I think that if the economy has grown more than 6 percent, we will come here again to discuss what kind of excise deserves to be implemented," said Purbaya in a meeting with Commission XI DPR RI, Monday, December 8.
He added that the national economic situation, including people's purchasing power, is currently not strong enough to bear the MBDK excise policy.
In the 2026 State Revenue and Expenditure Budget (APBN), the government previously set a target for MBDK excise revenue of IDR 7 trillion. With this delay, the potential for such large state revenues is automatically lost.
However, Purbaya said that the plan to impose duties on gold and coal commodities could cover the potential loss of revenue.

"I'm sure we can grow faster, I'm sure after the first and second quarters it's seen, we'll run this, yes, there's uncertainty, but uncertainty is always there, the salaries (gold and coal) can reduce the burden earlier. So I think risks like this will always be there," he explained.
However, Purbaya did not rule out the possibility that the MBDK excise policy could still be implemented in the second semester of 2026 if economic growth had again touched 6 percent.
"In the future, I agree that we will be even more careful (including the MBDK excise target). When I entered here, it was already there and the conditions at that time seemed still good," he concluded.
