The Ministry of Manpower (Kemnaker) emphasized that companies are obliged to implement a profit-sharing system based on the principle of justice and transparency, as well as provide a proportional share of the rates paid by service users.

In accordance with the draft Presidential Regulation (Ranperpres), Deputy Minister of Manpower Afriansyah Noor said platform workers are also guaranteed freedom of association and organization, and are given space for dialogue through communication forums between trade unions and companies.

"One of the important aspects that are our focus today is the profit-sharing and tariff transparency system," said Afriansyah Noor, Tuesday, November 25.

He added that the provisions for online motorcycle taxi tariffs still refer to the Decree of the Minister of Transportation Number 667 of 2022 along with its changes. Namely setting service costs in three zones and the provision of indirect costs in the form of application rentals for a maximum of 20 percent.

Meanwhile, social security for platform workers is not yet mandatory, and the Work Accident Insurance (JKK) and JKM (Death Guarantee) contributions are still paid independently voluntarily. This condition has implications for the low level of participation, which in May 2025 only reached around 320,000 workers.

"On the other hand, operational costs such as fuel, vehicle maintenance, motorcycle installments, and credit are still fully borne by workers. Revenue also depends heavily on incentives that can change at any time," he said.

This picture, said Wamenaker, shows the importance of the presence of regulations that are more comprehensive, balanced, and oriented towards the sustainability of the online transportation ecosystem.

"Our goal is not only to provide protection for platform workers but also to ensure business continuity for applicators, as well as provide certainty of tariffs for the public as service users," said Afriansyah Noor.
