JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) has opened its voice regarding mining business permits (IUP) for business entities belonging to religious organizations, Muhammadiyah.

Director of Mineral and Coal Program Development (Minerba) of the Ministry of Energy and Mineral Resources, Julian Ambassador Shiddiq, said that the provision of mines for Muhammadiyah is still waiting for the issuance of a Ministerial Regulation (Permen) as a derivative rule of Government Regulation (PP) Number 39 of 2025 which regulates policy changes in the mineral and coal mining sector.

"Not yet, just one, NU only. The others haven't, wait for the Candy first. The candy is still in process," Julian said when met on the sidelines of the Minerba Convex, Thursday, October 16.

He explained, until now only the Nahdlatul Ulama (NU) mass organization has narrowed its mining business license.

This is because the award to NU refers to the regulation of Presidential Decree Number 76 of 2024 concerning Land Allocation for Investment Arrangement signed by President Jokowi in Jakarta, July 22, 2024.

"NU at that time used the mechanism for Presidential Decree 76. Now with Law number 2 of 2025 it will be revoked," said Julian.

With the revocation of the Presidential Decree, currently the authority to issue mining permits is under the control of the Ministry of Energy and Mineral Resources after previously being controlled by the Ministry of Investment/Investment Coordinating Board (BKPM).

"Ini harusnya Permen-nya juga bentar lagi, lagi harmonisasi. Permen untuk UMKM, untuk koperasi, untuk ormas, untuk program hilirisasi," tandas dia.

However, Julian ensured that new rules for the Muhammadiyah mine would soon be issued.

Not only for religious organizations, but the new rules also apply to mines managed by MSMEs, cooperatives and BUMDs.

"This should also be the Ministerial Regulation soon, again harmonization. Permen for MSMEs, for cooperatives, for mass organizations, for downstream programs," he said.
