Minister of Finance Purbaya Yudhi Sadive reported that the deficit in the State Revenue and Expenditure Budget (APBN) until September 30, 2025 reached IDR 371.5 trillion, equivalent to 1.56 percent of Gross Domestic Product (GDP). Meanwhile, the primary balance was recorded in a surplus of IDR 18 trillion in the same period.
In terms of state revenues, total revenues until the end of September 2025 were recorded at IDR 1,863.3 trillion or 65 percent of the year-end projection of IDR 2,865.5 trillion.
In addition, the realization of state revenues as of September 2025 was 7.2 percent lower than the same period in the previous year which reached Rp2,008.6 trillion.
"Although lower than last year's achievement, this pressure stems from a decline in commodity prices from tax revenues, especially in the oil and gas and mining sectors," he said.
