Minister Of Finance Purbaya Will Apply E-commerce Taxes When The Economy Grows Above 6 Percent

JAKARTA - Minister of Finance (Menkeu) Purbaya Yudhi Sadive emphasized that taxes for e-commerce will not be implemented next year.

The statement was made after he was confirmed about the plan to implement the online trade tax previously submitted by the Director General of Taxes at the Ministry of Finance (Kemenkeu) Bimo Wijayanto.

"Who are you? Earlier, the Director General of Taxes, sir. Not (will be applied in 2026), I am the minister," said Purbaya when met after the 2025 Daily Summit Investors' 2025 entitled "New Economic Order" at the Jakarta Convention Center, Thursday, October 9.

According to Purbaya, the implementation of the e-commerce tax will only be carried out when the Indonesian economy has fully recovered. He said that the economic condition had indeed improved, but had not fully recovered.

"Maybe we will recover, but we haven't fully recovered, right. Let's say the economy grew 6 percent or more. I just considered (implementation of the e-commerce tax). So, my minister," he said.

To note, the provisions regarding the new e-commerce tax levy scheme are regulated in the Minister of Finance Regulation (PMK) Number 37 of 2025. The regulation was signed on June 11, 2025 and comes into effect since it was promulgated on July 14, 2025.

In Article 8 paragraph (1) of PMK, it is explained that business actors will be subject to Income Tax (PPh) Article 22 of 0.5 percent of the total annual gross turnover obtained.

The tax is separate from the obligation of Value Added Tax (VAT) and Sales Tax on Luxury Goods (PPnBM).

The PPh Article 22 collection will later be carried out by online trading platforms classified as Trade Organizers Through Electronic Systems (PMSE), such as Shopee, Tokopedia, and other platforms that have been established by the Ministry of Finance (Kemenkeu).
