JAKARTA - Coordinating Minister for Regional Infrastructure and Development (IPK) Agus Harimurti Yudhoyono (AHY) targets that the implementation of the zero policy of obese trucks or Over Dimension and Over Load (ODOL) will be effective starting in early 2027.
This was conveyed by AHY during a Coordination Meeting (Rakor) at the Ministerial Level regarding the Implementation of the National Action Plan for Controlling More Dimensional and Charged Vehicles (ODOL) at the Coordinating Ministry for IPK office, Jakarta, Monday, October 6.
According to AHY, the implementation of Zero ODOL cannot be postponed anymore. This is because the existence of ODOL vehicles or trucks has various impacts and consequences to various aspects.
"We all agree that the Zero ODOL policy cannot be awaited or postponed. Therefore, with our efforts and hard work, it is hoped that this Zero ODOL policy will be effective on January 1, 2027," said AHY when opening a coordination meeting at the Ministry of IPK office, Jakarta, Monday, October 6.
The meeting was also attended by several representatives from the relevant ministries, namely the Ministry of Manpower (Kemnaker) of the Ministry of Transportation (Kemenhub), Ministry of Home Affairs (Kemendagri) Ministry of SOEs, Ministry of Finance (Kemenkeu), Ministry of Industry (Kemenperin) and Central Statistics Agency (BPS).
To support the implementation of Zero ODOL, AHY is conducting a harmonization of regulations with the Ministry of Law which is targeted for completion this October. In addition, a BPS study regarding the impact of the implementation of Zero ODOL on logistics costs, inflation and the economy is targeted for completion in December 2025.
"We also don't get tired of conveying this to the public because the narrative that is built must also be strong. Don't let the narrative overturn as if we are not sided with the driver, not sided with the little people. On the contrary, we want to present a solution so that we can really suppress the number of traffic accidents," he said.
Based on data from the Coordinating Ministry for GPA, there were at least 150,906 accident cases in 2024, 26,839 victims died and 10.5 percent of them involved freight transportation.

Previously, the Minister of Transportation (Menhub) Dudy Purwagandhi said the implementation of the zero-dimensional truck policy and the Over Dimension and Over Load (ODOL) would withdraw from the initial target planned to start 2026.
Dudy said the opportunity to postpone was because there were still several aspects of preparation that had to be done to ensure the ODOL truck was effective.
"Maybe yes, but I hope it won't take too long. Because if it reaches 2027, there will be more opportunities for accidents to occur," Dudy said in Jakarta, written Thursday, July 10.
Dudy explained that the initial plan for the process was carried out in three stages, starting from socialization since June 2025, last month. However, he still sees the evaluation of every stakeholder.
