Encouraging Economic Growth In The Fourth Quarter Of 2025, Government Generalizes Stimulus Packages

The government announced a number of additional economic stimulus packages in the fourth quarter of 2025 to maintain people's purchasing power while at the same time encouraging national economic growth.

Coordinating Minister for Economic Affairs Airlangga Hartarto expressed his belief that the economic growth target of 5.2 percent this year is still realistic to achieve.

He added that there are various priority government programs that will continue to be accelerated until the end of the year.

"The government is optimistic that 5.2 percent economic growth, God willing, can be achieved. Therefore, in accordance with the direction of the President, the ministers gathered to check the flagship programs of the President," he said in a press conference after a coordination meeting with a number of ministers at Wisma Danantara Indonesia, Wednesday, October 1.

He conveyed that several acceleration steps were starting to be carried out, one of which was an internship program aimed at new graduates with a maximum graduation period of one year and from now on until October 15, companies will upload their needs on the website.

This program will start on October 15 through the SIAPkerja platform, involving SOEs and private companies under the coordination of Kadin.

"So the internship program is ready and this time the companies are included in the Ready to Work system, and this system will be opened for registrants on October 15," he said.

Then for the tourism sector, the government bears PPh Article 21 for workers with salaries below Rp. 10 million, covering around 552,000 workers in hotels, restaurants and cafes, previously workers in the labor-intensive sector had also received similar incentives.

In addition, the Government will also provide food assistance in the form of 10 kg of rice and 4 liters of cooking oil distributed to 18.3 million beneficiary families.

Next, the JKK-JKM program contribution discount is given to around 731,000 workers in the transportation sector. Meanwhile, the BPJS Ketenagakerjaan housing program is targeted to support the construction of 100,050 housing units.

Then, labor-intensive programs in the field of public work and transportation are expected to absorb 215,000 workers by the end of 2025.

In addition, the government is also preparing ongoing fiscal incentives until 2029.

PPh 21 for the tourism sector and labor-intensive work was extended until 2026, accompanied by VAT DTP incentives for houses of up to IDR 2 billion, as well as People's Business Credit (KUR) for the housing sector worth IDR 130 trillion.

Furthermore, for MSME players, the final income tax rate of 0.5 percent for turnover of up to IDR 4.8 billion is extended until 2029.

"We also discussed some of the flagship programs related to the Red and White Cooperatives, then in terms of agriculture and KKP including fishing villages, and also related to the pond program in Pantura covering an area of 20 thousand hectares. The government also encourages the acceleration of spending on 12 K/L and optimizing programs such as free nutritious food, excellent schools, support for MSMEs, and other MSME programs," he said.

Furthermore, Airlangga explained, the government is also preparing additional stimulus packages which will cover more than 30 million beneficiary families and working groups.

"This is being finalized in the next week. In addition, retail events that have been announced, such as Harbolnas on 10 (December) to 16 (December) are estimated that the MSMEs involved can create demand of IDR 35 trillion, then Expenditure for Indonesian Discounts and Retail Epic Sales," he said.

He conveyed that to support increased consumption in the year-end period, especially ahead of Christmas 2025 and New Year's 2026, the government regulates the provision of public transportation discounts.

Meanwhile, PT KAI will provide a ticket discount of 30 percent for 1.5 million passengers in the period 22 December 2025 to 10 January 20226.

Meanwhile, Pelni prepared a price discount of 20 percent for around 405,000 ship passengers from 17 December 2025 to 10 January 2026.

Next, ASDP targets 227 thousand passengers and 491,000 vehicles to enjoy relief from port service rates from 22 December 2025 to 10 January 2026.

Selanjutnya, maskapai penerbangan juga akan memberikan diskon tiket antara 12 persen hingga 14 persen bagi sekitar 36 juta penumpang dari tanggal 22 Desember 2025 sampai 10 Januari 2026.

Berikutnya untuk sektor ritel, pemerintah mendukung pelaksanaan Hari Belanja Online Nasional (Harbolnas) pada 10–16 Oktober, yang diperkirakan mampu menciptakan permintaan hingga Rp35 triliun.

Selain itu, program Belanja Diskon Indonesia dan Retail Epic Sale juga akan digelar untuk mendorong belanja masyarakat menjelang Natal dan Tahun Baru.

Furthermore, airlines will also provide ticket discounts between 12 percent and 14 percent for around 36 million passengers from 22 December 2025 to 10 January 2026.

Next for the retail sector, the government supports the implementation of the National Online Shopping Day (Harbolnas) on October 10'16, which is estimated to be able to create demand of up to IDR 35 trillion.

In addition, the Indonesian Discount Shopping and Retail Epic Sale program will also be held to encourage public spending ahead of Christmas and New Year.
