JAKARTA - In an effort to achieve economic growth of 8 percent in 2029, the government continues to encourage increased investment interest, one of which is through providing useful infrastructure.
Based on the projection of the 2025-2029 RPJMN, the national infrastructure investment requirement is estimated to reach more than IDR 10,303 trillion.
Deputy for Coordination of BUMN Business Management and Development Ferry Irawan conveyed that with limited financing capacity through the APBN and APBD, it emphasized the importance of increasing the role of the private sector.
"An alternative development scheme is the main instrument in supporting national development," he said in his statement, Monday, September 29.
As a concrete step in encouraging the implementation of alternative financing schemes in the regions, the government through the Coordinating Ministry for Economic Affairs together with the Ministry of Home Affairs, Ministry of Finance, Ministry of National Development Planning/Bappenas and PT Sarana Multi Infrastruktur (Persero) signed the Minutes of Cooperation Coordination to Accelerate the Provision of Regional Debt Financing for Infrastructure Financing within the Context of Implementing the National Fiscal Policy Through Assignment to PT Sarana Multi Infrastruktur (Persero) as a symbol of joint coordination commitment to accelerate the process of applying for regional loans.
The coordination, which has been running since 2017, has been updated to adjust Law No.1 of 2022 and Government Regulation No.1 of 2024 which regulates the addition of consideration requirements from the Minister of National Development Planning/Bappenas, the determination of a maximum time limit of 15 working days for the issuance of three ministerial considerations, as well as an automatic approval mechanism.
According to him, the update is a momentum to strengthen regional financing governance, simplify bureaucracy, and accelerate the distribution of regional infrastructure funds.
He conveyed that the acceleration of regional loans was part of the vision together Towards Indonesia Emas 2045.
Meanwhile, PT SMI as a government partner has two financing schemes in the form of assignments and non-assumments, with different provisions that will be socialized to the Regional Government.

Furthermore, after the signing of the Minutes of Event, the Government will conduct socialization to the regions to explain the new mechanism and use of the Three Ministers' Advisory Application as well as increase the capacity of the Regional Government in preparing loan proposals, considering that there are still many regions that have not been able to complete and correct proposals according to the provisions.
In addition, he said that the Government would also continue to oversee steps to minimize the risk of accelerating regional loans and their impact on recipient areas.
In terms of governance, Ferry explained that each K/L will ensure that the process of giving considerations for 3 ministers is carried out in accordance with statutory regulations.
According to him, another thing that will also be a concern for the government is ensuring PT SMI's financial capacity if there are simultaneous submissions from several regions so that financing remains sustainable.
"The signing of this Minutes is expected to strengthen the synergy of the central and regional governments, simplify the submission process, and ensure that regional infrastructure financing is channeled more quickly to encourage development and improve the regional economy in a sustainable manner," he said.
