JAKARTA - The Ministry of Development Planning/Bappenas asked for support from Commission XI of the DPR, to withdraw foreign loans from Japan worth IDR 60 billion in 2026.
Minister of National Development Planning/Head of Bappenas Rachmat Pambudy said the loan was part of the Strengthening Apparatus Management and Development Project (SMART) project as a result of collaboration with the Japan International Cooperation Agency (JICA).
Rachmat said the loan withdrawal had been signed through a loan agreement on August 29, 2025.
"Allow us to also ask for support from Commission XI's approval of the SMART foreign loan allocation of Rp. 60 billion from the budget ceiling that we have received so far," said Rachmat in a meeting with Commission XI of the DPR, Wednesday, September 3.
Rachmat explained that the commitment value of the SMART project with Japan reached 50 million US dollars or equivalent to Rp. 820 billion (assuming an exchange rate of Rp. 16,415 per US dollar).
Based on exposure data from Bappenas, the disbursement of loans worth 50 million US dollars will be carried out in stages from 2026 to 2032. In detail, IDR 60 billion in 2026; IDR 146.6 billion in 2027; IDR 133.4 billion in 2028; IDR 121.1 billion in 2029; IDR 111.6 billion in 2030; IDR 101.4 billion in 2031; and IDR 71.1 billion in 2032.
"Bappenas and JAICA proposed a USD 50 million SMART project to support the bureaucratic transformation and strengthen human resource capacity for seven years," he said.

Rachmat said this program will focus on strengthening competency-based human resource management (HR), improving the performance of the planning State Civil Apparatus (ASN), and improving regulatory governance and development institutions.
