Social Minister Gus Ipul: The Distribution Of Social Assistance Through DTSEN Is More Right On Target

JAKARTA - Minister of Social Affairs Saifullah Yusuf admitted that the distribution of social assistance (bansos) is now increasingly on target after all programs refer to the National Socio-Economic Integrated Data (DTSEN).

The use of DTSEN for the accuracy of the distribution of social assistance was mentioned by President Prabowo Subianto during a state speech at the MPR Annual Session and the 2025 DPR and DPD Joint Session at the Parliament Building, Jakarta.

"The president from the start directed the consolidation of data through Presidential Instruction Number 4. Every social assistance program, including People's Schools, must be DTSEN-based, which is consolidated with the Central Statistics Agency, is increasingly on target," he said as quoted by ANTARA, Friday, August 15.

The Ministry of Social Affairs together with the Central Statistics Agency (BPS) and other relevant authorities almost every week evaluate data on beneficiaries of social assistance.

Although Saifullah admits that he faces a little challenge regarding data collection because the beneficiaries of the PKH assistance program are very dynamic every day, people die, get married, and give birth and some even advance to independent classes.

During the first semester of 2025, the Ministry of Social Affairs crossed out 228,000 of the total 600,000 data on social assistance recipients after collaborating with the Financial Transaction Reports and Analysis Center (PPATK).

The deleted data includes beneficiaries with accounts suspected of being involved in online gambling transactions, or professions that do not match the recipient category, such as state-owned employees, doctors, and executives or company managers.

Meanwhile, more than 375 thousand beneficiary data are being studied further, including account profile checks, occupation identities to suspicious activities by the Ministry of Social Affairs together with PPATK.

"The Ministry of Social Affairs in the future has more impact, especially in steps to improve social welfare. What is emphasized is that social empowerment, people must be empowered, independent/graduated, not always relying on social assistance," said Saifullah accompanied by Deputy Minister of Social Affairs Agus Jabo.

Sebelumnya, Presiden Prabowo dalam pidato kenegaraan Sidang Tahunan MPR dan Sidang Bersama DPR dan DPD Tahun 2025 mengaku heran dan prihatin masih ada orang kaya menerima bantuan sosial seharusnya diberikan kepada mereka yang benar-benar membutuhkan.

Presiden menginstruksikan kepada seluruh jajaran Kabinet Merah Putih untuk segera menghentikan praktik ini dan memberikan pengawasan dan cepat memperbaharui data penerima bantuan memanfaatkan Data Terpadu Sosial Ekonomi Nasional (DTSEN).

"Kalau ada yang mampu tetapi masih menerima bantuan, itu tidak adil dan merugikan rakyat miskin yang lebih berhak. Kita tidak akan segan menindak tegas pelanggaran seperti ini," kata Presiden Prabowo.

Previously, President Prabowo in his state speech at the MPR Annual Session and the 2025 DPR and DPD Joint Session admitted that he was surprised and concerned that there were still rich people who received social assistance that should have been given to those who really needed it.

The President instructed all levels of the Red and White Cabinet to immediately stop this practice and provide supervision and quickly update data on aid recipients using the National Socio-Economic Integrated Data (DTSEN).

"If anyone is able but still receives assistance, it is unfair and detrimental to the poor who are more entitled. We will not hesitate to take firm action against violations like this," said President Prabowo.
