JAKARTA - The Directorate General of Customs and Cuka stated that until June 2025, Customs and Excise had carried out 13,248 prosecutions with a total value of goods resulting from prosecution reaching Rp3.9 trillion.
The Director General of Customs and Excise, Lt. Gen. TNI (Ret.) Djaka Budhi Utama, explained that of this amount, illegal cigarette commodities still dominate with a proportion of 61 percent of the total prosecution.
"When compared on an annual basis between 2024 and 2025, the number of prosecutions has indeed decreased by 4 percent, but the number of illegal cigarettes that were successfully secured has actually increased by 38 percent," he said in his statement, Friday, July 18.

Djaka conveyed that the supervision carried out by Customs and Excise did not only stop at the prosecution stage, but also strengthened by further steps such as investigations, imposition of administrative sanctions, and the implementation of ultimum remidium.
He added that all of these efforts aim to ensure that prosecution not only creates a deterrent effect, but also has a real impact on optimizing state revenues.
In addition, Djaka said that these efforts were consistently implemented in various operations, one of which was Operation Octopus which took place from April 28 to June 30, 2025.
He said that during that period, 3,918 prosecutions had been carried out with a total of 182.74 million illegal cigarettes.
According to him, this operation also resulted in a follow-up in the form of 22 investigations, 10 administrative sanctions to factories with a value of Rp. 1.2 billion, and the imposition of ultimum remidium on 347 cases with a total value of Rp. 23.24 billion.
Djaka added that the supervision synergy is also reflected in the performance of Customs vertical units in the regions, such as those carried out by the East Java II Customs and Excise Regional Offices and the Kediri Customs and Excise.
It is known, throughout 2025 the East Java II Customs Regional Office has carried out 511 prosecutions in the field of customs and excise.
As for the total prosecution, 54,643,707 illegal cigarettes and 18,134 liters of alcoholic beverages were successfully secured, with a value of goods reaching Rp80 billion and a potential state loss that was saved worth Rp48 billion.
Meanwhile, Kediri Customs and Excise throughout 2025 has carried out 57 prosecutions with a total of 29.03 million illegal tobacco products.
He explained that in the implementation of Operation Octopus, this office recorded 23 actions with goods resulting from prosecution reaching 11.85 million illegal cigarettes.
According to him, this performance was followed by the formation of a local task force that succeeded in carrying out additional 13 prosecutions, with goods resulting from the prosecution of 1.9 million illegal cigarettes.
"This achievement confirms the active contribution of Customs vertical units in supporting the success of national surveillance," he said.
In addition, he conveyed that there were a number of actions as a form of transparency as well as education to the public, such as the four units of cigarette makers confiscated during the prosecution on February 28, 2025 at an illegal cigarette factory in the East Java region.
Djaka said the case had entered the investigation stage and was proof of Customs' strong commitment in providing a deterrent effect to illegal business actors.
Then, he said there were also 29 million illegal cigarettes resulting from 57 prosecutions by Kediri Customs throughout 2025, with 6.46 million sticks having been approved to be destroyed.
"The item has an estimated value of Rp9.59 billion, and has succeeded in securing a potential state loss of Rp4.82 billion," he added.
Djaka said that in addition to prioritizing a repressive approach, Customs and Excise also implemented a socio-cultural approach strategy as a form of prevention against the circulation of illegal excisable goods.
