JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) opens the opportunity for downstream cooperation in the marine sector with several countries, such as China and South Korea.

This was conveyed by representatives of the KKP delegation at the 10th Our Ocean Conference (OOC) forum on April 28-30, 2025 in Busan, South Korea.

Director General of Marine Spatial Planning of KKP Kartika Listriana said that in the forum, the Indonesian delegation did not directly make an agreement. However, he confirmed the indication already exists.

"We are actually exploring several collaborations with several related countries. For example, China, maybe later there will be Korea itself and several strategic countries that have invited discussions," Kartika said at a press conference at his office, Wednesday, May 7.

Although specifically not yet producing a binding agreement, Kartika said, his party is still following up on several countries regarding plans for involvement in the downstream program in the marine sector.

"In general, we open cooperation and development of downstreaming. Because this downstreaming is also our blue economy platform, right, and also in accordance with the RPJMN," he said.

Previously, the KKP initiated cross-sectoral synergies in developing the downstream area of marine and fishery products.

This synergy is carried out for the development of downstream areas of marine and fishery products in order to increase the added value of products, strengthen the economy and support the sustainability of the sector.

The Director General of Strengthening the Competitiveness of Marine and Fishery Products (PDSPKP) KKP Budi Sulistiyo said that currently his staff is working on policies for downstreaming marine and fishery products.

The plan is that the policy will contain locations designated as a center for integrated marine and fisheries entrepreneurship management, starting from pre-production, production, processing and marketing in the framework of downstreaming marine and fishery products.

"The downstream area of marine and fishery products must have superior commodity parameters and location characteristics," Budi said as quoted from the KKP official website, Wednesday, March 5.

The functions of the downstream area of marine and fishery products consist of the management of fish fishing results and/or fish cultivation.

In addition, the area also pays attention to handling and/or processing to the distribution and marketing of marine and fishery products.

Budi explained that the downstream strategy for marine and fishery products includes the implementation of market intelligence, consolidation and synchronization of inter-ministerial / institutional roadmaps as well as strengthening raw material governance.

Especially at the last point, said Budi, the KP Ministerial Regulation (Permen) has been prepared regarding the Implementation of Standard Fish Processing Materials.

"This regulation is currently in the process of being invited, meaning that the raw materials for downstreaming must be of high quality," he said.
