Basuki Hadimuljono Says Authority Begins To Prepare Formation Of IKN Special Regional Governments

JAKARTA - Head of the Capital Archipelago Authority (OIKN) Basuki Hadimuljono said the construction of the second phase of IKN was not only to complete physical development projects, but also to prepare for the formation of the Special Regional Government (Pemdasus) of IKN.

This was conveyed by Basuki in an online press conference on Wednesday, April 23.

"So, for the second stage from 2025 to 2028, I don't think physical activities are too complicated. In addition, to welcome 2028 later, if it is declared, it will become a Special Regional Government, as in the IKN Law," said Basuki.

As for the preparations made by the IKN Authority, including delining the area and preparing regional coding. Basuki said the Deputy for OIKN Development Control was working with the Ministry of Home Affairs (Kemendagri) to work on this.

"The preparations have just started. So, I think it's parallel to physical, we did that," he said.

He added that later in June 2025, as many as 580 Candidates for State Civil Apparatus (CASN) will start based in IKN.

"In June, 580 CPNS will live here again. This must be prepared to become an ASN-ASN that is in line with expectations at the time of the formation of this authority," he said.

Preparations for the formation of the IKN Special Government itself are carried out in line with President Prabowo Subianto's target to make IKN a political capital in 2028.

The head of state also plans to have an office in IKN in August 2028. These targets make Basuki must immediately complete the construction of the legislative, judicial and other supporting facilities.

The former Minister of PUPR ensured that the government would continue the construction of the capital city in East Kalimantan. Moreover, according to Basuki, President Prabowo has included the IKN development project in the National Strategic Project List (PSN).

For the second phase of development in 2025-2029, the government has allocated a budget of IDR 48.8 trillion from the state budget. "I think there is no reason not to continue development (IKN)," Basuki said as quoted from his official statement, Tuesday, April 15.
