Bappenas Boss Says RPJPN Has A Strategic Role In Realizing The Aspirations Of The Nation

JAKARTA - The National Long-Term Development Plan (RPJPN) has a very strategic role in realizing the nation's ideals.

This was conveyed by the Minister of National Development Planning/Head of the National Development Planning Agency (PPN/Bappenas) Rachmat Pambudy at the Socialization of Law Number 59 of 2024 concerning RPJPN 2025-2045.

"The 2025-2045 RPJPN has been drafted and has been stipulated through Law (UU) Number 59 of 2024 concerning the 2025-2045 RPJPN which was ratified on September 13, 2024," he said quoting Antara.

In accordance with the mandate of Law Number 25 of 2004 concerning the National Development Planning System (SPPN), the RPJPN is a history of elaboration of the goals of forming the Indonesian state government as stated in the Opening of the 1945 Constitution in the form of vision, mission, and direction of national development.

Later, the validity period of the RPJPN 2005-2025 will end in December 2024. Therefore, the 2025-2045 RPJPN has been stipulated as a law that will become the legal basis for all planning documents in Indonesia, guidelines and directions for all elements of society, as well as guidelines for the preparation of development planning documents. Starting from the Regional Long-Term Development Plan (RPJPD), National Medium-Term Development Plan (RPJMN), Regional Medium-Term Development Plan (RPJMD), Roadmap, and planning documents for private companies and BUMN.

On the same occasion, Secretary of the Ministry of National Development Planning/Bappenas Teni Widuriyanti said that the socialization activity of the 2025-2045 RPJPN was a mandate of Law 59/2024 Article 18 Paragraph 1. The regulation states that the central government and local governments must disseminate the 2025-2045 RPJPN to agencies, institutions, business entities, the community, and other stakeholders.

The process of drafting the RPJPN for 2025-2045 is said to have considered input from various experts and practitioners, thus producing multi-party dialogue that ensures the vision of Indonesia Gold 2045 and the relevance of strategies according to the current circumstances and development issues.

As the initiator of the preparation of the 2025-2045 RPJPN Law, he continued, Bappenas has carried out a series of multi-party dialogues such as the Public Consultation Forum for the National Development Planning Deliberation (Musrenbangnas) involving all stakeholders.

"The final plan of the RPJPN 2025-2045 was launched on June 15, 2023 by the President of the Republic of Indonesia at that time, and on November 13, 2023, the Draft Law of the RPJPN 2025-2045 was submitted to the DPR through a Presidential Letter which was then well discussed in the DPR, until it was finally ratified on September 13, 2024. The journey of the preparation of the RPJPN 2025-2045 determined the direction of Indonesia's development for the next 20 years, of course supported by all parties to ensure the implementation of the RPJPN as a whole," said Teni.

Bappenas and the Ministry of Home Affairs (Kemendagri) have been declared to have issued Joint Circular Letter Number 1 of 2024 concerning the alignment of the RPJPN with the RPJPD and has started in early 2024.

"This Joint Circular is our effort to ensure that Indonesia's vision translation is reflected in regional development while still providing space for regions to optimize regional potential and regional characteristics," he said.
