JAKARTA - Minister of State-Owned Enterprises (BUMN) Erick Thohir said SOEs have succeeded in increasing fiscal contributions to the state through dividend deposits, taxes, and non-tax state revenues (PBNP) in the last three years reaching almost Rp. 2,000 trillion.

"During 2020 to 2023, the total contribution of the BUMN ministry to the state is Rp1,940 trillion. In detail, taxes amounted to Rp1,391.4 trillion, then PNBP and others amounted to Rp354.2 trillion, and dividends amounted to Rp194.4 trillion," said Erick during a working meeting with Commission VI of the DPR, at the DPR Building, Parliament Complex, Jakarta, Monday, September 2.

In the meeting, Erick said the trend of BUMN contribution in tax payments has continued to increase since 2020, which was initially IDR 247 trillion, then in 2021 it will increase to IDR 278 trillion.

The increase also continued in 2022 reaching Rp410 trillion, and 2023 to Rp457 trillion.

Not only tax payments, Erick also said that the BUMN dividend deposit also shot up to IDR 81 trillion in 2023, an increase from 2020 which amounted to IDR 44 trillion, 2021 with IDR 30 trillion, and 2022 with IDR 40 trillion.

"If we look at the contribution of taxation, it will continue to increase because none other than the company's performance has improved," said Erick.

For PBNP, continued Erick, there was indeed a decrease from IDR 86 trillion in 2020, then IDR 87 trillion in 2021, which had increased by IDR 98 trillion in 2022 to IDR 84 trillion in 2023.

"This PNBP has decreased, indeed price fluctuations rather than natural resources have their own corrections, whether it's palm oil, coal and others," said Erick.

Erick also said that the BUMN performance growth indicator can also be seen from the total state-owned assets which reached IDR 10,402 trillion, an increase of 7.8 percent per year from 2020 which amounted to IDR 8,312 trillion, total equity of IDR 3,444 trillion or grew 12 percent per year from 2020 which amounted to IDR 2,475 trillion.

Meanwhile, continued Erick, BUMN revenue in 2023 was recorded at Rp2,933 trillion, an increase from 2020 which was Rp1,930 trillion, as well as net profit which jumped 11.2 percent to Rp327 trillion from 2020 of Rp13 trillion.

With this large contribution from SOEs, Erick hopes for support in the form of an additional budget for the Ministry of SOEs. Erick said that the budget ceiling for the Ministry of SOEs for 2025 is IDR 277 billion, this figure is very low when compared to the big role of SOEs in the Indonesian economy.

Erick said that the budget allocation of the Ministry of SOEs in 2025 had also decreased when compared to the budget of the Ministry of SOEs in 2024 which amounted to Rp284.36 billion.

The 2024 State-Owned Enterprises Ministry's adjustment ceiling is Rp. 284 billion, while what we get in the 2025 budget ceiling is only Rp. 277 billion. This is certainly not comparable to the achievements that have been driven by Commission VI or the achievements that we have carried out so far," he said.

The Ministry of SOEs, continued Erick, proposed a budget of Rp66 billion to support the work of the Ministry of SOEs in 2025.

The additional budget allocation is intended to improve the supervision system for SOEs.

Erick assessed that an increase in the budget ceiling was needed to encourage contributions to the country.

He said that SOEs in 2025 will receive a large target to increase the number of dividends to IDR 90 trillion, an increase from 2024 which is IDR 85 trillion.

"If we look at this (budget in 2024 and 2025) it fell from Rp284 billion to Rp277 billion, while the performance of this dividend would certainly increase in a orderly manner. This means that the comparison is very incommensurate," said Erick.
