JAKARTA - PT PLN (Persero) proposed a State Capital Participation (PMN) for the 2025 fiscal year of IDR 3 trillion.

This proposal was conveyed by the President Director of PLN, Darmawan Prasodjo in a Hearing Meeting with Commission VI of the DPR RI, Wednesday, July 10.

Darmawan said that this PNM will be allocated for the village electricity program in 2025 with a target of supporting the 100 percent electricity village ratio target by 2027.

"This target is 192 districts, 545 sub-districts, 1092 villages with 85,000 customers. Later there will be some in very isolated areas so we also build 19,877 kWp solar power-based power plants," Darmawan said at the RDP in Jakarta, Wednesday, July 10.

Darmawan explained that currently his party has compiled a roadmap or roadmap for village electricity to cover 35 provinces, 192 districts, 548 sub-districts and 1092 villages.

"Of course, in this case, we turned a previously manual-based system into a spatial digital basis so that the calculation of how we connect it becomes more accurate," said Darmawan.

He further said that PLN had planned a roadmap to achieve the 100 percent target in 20224, but the allocation of PLN that was not obtained in 2023 and 2024 made the RDB target 100 percent back to 2027.

For this reason, in the village electricity program in 2024 PLN disbursed Rp1.47 trillion from PLN's cash to electrify 149 villages consisting of 20,428 customers

This investment is needed by PLN because investment in infrastructure development for the 3T region (frontier, outermost, underdeveloped) is 10 times more expensive than non-3T areas.

"We calculate with a rate of return from the lisse program of 2-3 percent so that investment for electricity connection in non 3T areas is around Rp. 2.5 million per customer," explained Darmawan.

He detailed that the 3T area in the Java and Bali regions requires an investment of IDR 18.5 million per subscription.

Meanwhile, the Sumatra and Kalimantan averaged regions require an investment of IDR 38.7 million per customer and the Sulawesi, Maluku and Papua regionals worth IDR 35.3 million per customer.

"For this reason, PLN proposes PMN 2025 in the context of building electricity to the 100 percent electrification ratio," concluded Darmawan.
