BPH Migas: Recommended Letter To Increase Accountability For Fuel Distribution

JAKARTA - The Downstream Oil and Gas Regulatory Agency (BPH Migas) said the issuance of a recommendation letter aimed at increasing accountability for the distribution of subsidized fuel oil (BBM) to the community.

Member of the BPH Migas Committee, Abdul Halim, said that the recommendation letter for purchasing fuel also provides maximum comfort to all consumers using subsidized fuel.

To improve its implementation, he continued, BPH Migas always coordinates with local governments, including related agencies.

"The Regulation of the Head of BPH Migas Number 2 of 2023 concerning the Issuance of Recommended Letters for Purchase of Certain Types of Fuel (JBT) and Types of Assignment Special Fuel (JBKP), has begun to be implemented properly," Halim said as quoted by ANTARA, Monday, July 8.

He added that his party continues to coordinate with heads of offices to increase the use of this recommendation letter for productive sectors such as fisheries, MSMEs, public services, and agriculture.

"Recommitted letters are also part of efforts to increase accountability for the volume of subsidized fuel distribution," he said.

According to him, accountability in the distribution of subsidized fuel is very important considering that fuel subsidies use state money, so the use must be right on target, right on volume, and right on purpose.

To facilitate the issuance of recommendation letters, BPH Migas has used information technology, namely the XStar application.

If in its implementation there are obstacles, the relevant agencies are expected to immediately contact the helpdesk BPH Migas at 0812 3000 0136.

Halim said that the BPH Migas plan to issue a revision of the BPH Migas Regulation Number 6 of 2015 concerning the Distribution of JBT and JBKP in areas that do not yet have distributors.

"Of course, with this sub-distribution, the distribution of subsidized fuel to the community, especially those living in remote, mountainous areas and other remote areas, can open access. In line with this, it is hoped that the community's economy will also increase," he said.

However, Halim said, its implementation requires the support of various parties.

Sub-distriggers are representatives of subsidized fuel and compensation consumer groups at the sub-district level where there are no fuel distributors, but distribute subsidized fuel and compensation, only specifically to its members with criteria set by BPH Migas and not to seek profit.

The distribution mechanism is closed, there is no buying and selling and the transportation costs are set by the regent.

Meanwhile, member of the BPH Migas Committee Wahyudi Anas conveyed that the process of distributing subsidized fuel was influenced by various things, such as the condition of an area or region.

For certain areas, especially eastern Indonesia, using various modes of fuel transportation, including tankers, tankers, and aircraft.

However, the government always strives to distribute fuel equally and can meet the needs of the community.

Given the limited state budget, Wahyudi appealed to the public to use subsidized fuel according to their needs and not to do things that were not allowed, such as hoarding or moving them to parties who were not entitled.

"One of the efforts to make fuel subsidies right on target is through a recommendation letter issued by the relevant local government. Recipients of recommendation letters that violate the rules will be given sanctions in the form of revocation of recommendation letters and/or crimes as well as fines in accordance with applicable laws and regulations," he said.

In accordance with BPH Migas Regulation Number 2 of 2023, recipients of recommendation letters are micro, small and medium enterprises (MSMEs), fisheries businesses, agricultural businesses, water transportation and public services.

"Another effort is to ensure that subsidized fuel is right on target, on volume and on benefits is through the use of a QR code. This is a sign that owners and vehicles have the right to buy subsidized fuel," said Wahyudi.
