Ministry Of Manpower Calls ERN Arrangement Needs Port Worker Protection

The Ministry of Manpower stated that the implementation of the National Logistics Ecosystem (NLE) needs to be balanced with protection for port workers.

"To support the implementation of NLE in the employment sector, the arrangement of NLE must be balanced with the availability of competent human resources, increasing labor protection, and mitigation efforts related to employment issues that will arise," said the Director General of Industrial Relations Development and Social Security of Manpower of the Ministry of Manpower Indah Anggoro Putri quoting Antara.

Indah said that the implementation of ELN at the port aims to organize a better and more modern port, so that ports in Indonesia can be competitive with ports in other countries.

"If NLE has been implemented, then there must be certainty of employment, and TKBM must be protected, both employment social security and health," said Indah.

He explained that the National Logistics Ecosystem is contained in Presidential Instruction Number 5 of 2020 concerning Arrangement, which is oriented towards cooperation between government and private agencies.

He assessed that ELN is a logistics ecosystem platform that harmonizes the flow of goods traffic and international documents from the arrival of transportation facilities until goods arrive at the warehouse.

When giving 'Socialization of Work Protection Regulations for Unloadloading Charge Workers (TKBM) at the Port' in Padang, West Sumatra, Wednesday (20/3), he said, the orientation of the cooperation resulted in an agreement to reform the governance regulations for TKBM interinstitution, namely related to institutions by the Ministry of Cooperatives and SMEs, protection of TKBM work by the Ministry of Manpower, and tariffs for TKBM services by the Ministry of Transportation.

Indah said that all TKBMs must be protected from work accidents, diseases that interfere with health, and must have skills or expertise that suit the needs of the national program.

"TKBM must continue to improve its ability by conducting job training so that it can continue to adapt to the latest developments," he said.
