Faster Service Time, Fishery SKP Issuance Increases 114 Percent Throughout 2023

JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) noted that the issuance of a Processing Feasibility Certificate (SKP) or Good Manufacturing Practices (GMP) for the Fish Processing Unit (UPI) in 2023 reached 5,703 units, an increase of 114 percent year on year (yoy) from the number of certifications in 2022 as many as 3,069 SKP.

Director General of Strengthening the Competitiveness of Marine and Fishery Products (PDSPKP) Budi Sulistiyo said that the SKP was the guarantee of the quality of marine and fishery products provided by the government.

This is as stated in the Regulation of the Minister of Marine Affairs and Fisheries (Permen KP) Number 17 of 2019 concerning Requirements and Procedures for Issuing Processing Feasibility Certificates.

"This increase shows that more and more processing businesses are implementing a quality guarantee system that is in accordance with standards," Budi said in a written statement, Monday, January 22.

Budi emphasized that the SKP Certificate was given to UPI which has implemented good principles of handling and processing fish. Thus, ensuring the quality and safety of the products produced.

Currently, he said, the issuance time of the SKP has been shortened to only 5 working days. With details, the issuance of recommendations from the Marine and Fisheries Service (DKP) for a maximum of 3 working days and at the center for a maximum of 2 days.

According to Budi, the shortened SKP issuance time is regulated in the revision of the Minister of Marine Affairs and Fisheries Regulation Number 17 of 2019 which is currently in the refinement stage.

"If the requirements are complete, the issuance of SKP at the center is a maximum of 2 days," he said.

Meanwhile, Director of Processing and Development Mutu of the Directorate General of PDSPKP Widya Rusyanto claimed that the integration of the SKP Online application with OSS also had an impact on increasing the efficiency of the SKP issuance time. The integration of the system has started since October 29, 2023.

"It is hoped that the improvement in the SKP issuance service will continue in 2024," he added.
