The Realization Of PNBP Is Half Of The State Budget Target Even Though It's Only April 2023

Minister of Finance (Menkeu) Sri Mulyani revealed that the realization of Non-Tax State Revenue (PNBP) was IDR 217.8 trillion in April 2023. This amount is equivalent to 49.3 percent of the PNBP target in this year's APBN which amounted to IDR 441.4 trillion.

"The realization of PNBP until last month grew 22.8 percent compared to April 2022 which amounted to IDR 177.3 trillion," he told reporters quoted Monday, May 29.

According to the Minister of Finance, the PNBP's achievement is quite encouraging and needs to be watched out for. The reason is, the surge in Non-Tax State Revenue in March 2023 reached 43.7 percent.

"PNBP is still growing well but lower than the previous month," he said.

The Minister of Finance explained that the sources of PNBP growth in the latest report came from non-oil and gas natural resources income, separated state wealth income, and income from various business service agencies (BLU) owned by the government.

"We will see, the slowdown in growth is due to a decrease in ICP and Indonesia's oil and gas lifting. Then, there is a decrease in income from non-ministerial/institutional services. On the other hand, the increase is driven by BUMN dividend donations and also revenue from BLU, namely revenue from government hospitals and state education institutions," he said.

In general, two state revenue instruments other than PNBP are excise taxes and customs. As of last month, tax revenues were recorded at IDR 688.1 trillion or 40.1 percent of the APBN ceiling.

Then, excise and customs revenues posted IDR 94.5 trillion, equivalent to 31.2 percent of this year's target.

The total state revenue is IDR 1,000.5 trillion. Meanwhile, the absorption of expenditure is IDR 765.8 trillion. This makes the APBN experience a surplus of IDR 234.7 trillion last month," he said.
