JAKARTA - oil and gas practitioner Hadi Ismoyo is pessimistic about the government's target of 1 million barrels by 2030. This is because this target is difficult to achieve because the oil and gas lifting trend from year to year has not been achieved.

It is known, the Ministry of Energy and Mineral Resources (ESDM) reported that the realization of oil lifting in 2022 reached 612 MBOPD.

The realization of petroleum lifting was recorded to be lower than the 2022 target of 703 MBOEPD.

"Frankly, the 1 million barrel program is good, but the longer I think it will be difficult to reach 1 million barrels in 2030," Hadi said at the Energy Corner quoted on Tuesday, February 14.

Hadi said there were at least 3 factors, including existing, EOR, and exploration.

Regarding existing, Hadi continued, he emphasized that the government needs to maintain existing reserves which are estimated to reach only 200,000 barrels per day until 2030.

Meanwhile, regarding the Enhanced Oil Recovery or EOR, according to him, this program is still stagnant because there are no Cooperation Contract Contractors (KKKS) that will work on EOR.

EOR is a method of encouraging increased petroleum production by injecting external energy sources.

"Our EOR is stagnant. Last year, November, there was a proposal from the KKKS that it was rejected. He said that this lack was lacking. Until now it is not clear. It is stagnant again," added Hadi.

In fact, according to him, EOR is the backbone of Indonesia to increase oil and gas production.

"Until now I have no hope with this EOR because it continues to retreat," continued Hadi.

Finally, the slow exploration by the government while reserves and lifting are decreasing every year. Even though the exploration process takes a long time depending on the difficulties. He gave an example of the exploration of new blocks such as Warim and Seram which can take 5 to 15 years.

"What is clear is that Warim and Seram have very high difficulties. It takes 5-10 years and it's not easy, so we have to focus," explained Hadi.

He also criticized the government's decision to continue to encourage Pertamina to take over the Masela block, which incidentally is a gas field and is not oil. He assessed that the government was not focused on finding oil reserves even though Indonesia was experiencing a crisis.

"If we want 1 million barrels, the government must focus on oil and invest a lot of money to look for oil. Now the government is even the lure of Pertamina to want a masque. This is not a focus. Masela is gas while we want to look for oil," continued Hadi.

Hadi said the second and third factors still need to be addressed and the government must pay attention so that lifting 1 million barrels per day in 2030 can be achieved.

"(The second and third) there are still many things that need to be improved in the future, so I am pessimistic that 1 million barrels of 2030 will be achieved. Maybe there will be a giant discovery but it will miss 2030," concluded Hadi.
