JAKARTA - The Ministry of Industry (Kemenperin) continues to seek the entry of small industries in government goods and services procurement policies through facilitation of the manufacture of certificates at the Domestic Component Level of small industries (TKDN IK).

The Ministry of Industry targets as many as two million IKM products to be included in the e-Catalog of the Government Goods/Services Procurement Policy Institute (LKPP).

"We realize that small industries are the spearhead in economic growth. Especially for small industries, we will not charge any fees in the certification process for the amount of domestic components," said Expert Staff of the Minister of Industry for Climate Business and Investment, Andi Rizaldi, when opening the Socialization and Bimtek Registration TKDN Small Industry in Serpong, South Tangerang, Tuesday, December 20.

Andi said that small and medium industries (IKM) are the majority sector of industrial business activities in Indonesia.

To date, there are 4.4 million IKM players or 99.7 percent of the total industrial business units in the country, with their contribution reaching 21.47 percent of the national industrial output.

"This small industry absorbs more than 10 million workers out of a total of 18 million workers in the industrial sector. This is equivalent to 66 percent of the total industrial workforce. It is not wrong if small industries must be encouraged to enter into the procurement of government goods, by making a TKDN IK certificate," he explained.

Regarding the management of the TKDN IK certificate, the Head of the Center for Increasing the Use of Domestic Products at the Ministry of Industry, Nila Kumalasari explained, currently, small industries only need to take two steps from the previous process which was more complex.

Langkah pertama, industri kecil cukup mengajukan permohonan melalui websitehttps://siinas.kemenperin.go.id/.

In the website, the company will be asked to input data and industrial licensing documents.

"Furthermore, the company's own assessment of the amount of domestic components. In the manufacture of TKDN IK certificates, the maximum component value that the company can obtain is 40 percent," he said.

This figure, said Nila, comes from components of materials or product materials that weigh 24 percent, workforce weighing 10 percent, factory/factory overheating costs with a weight of four percent, and development components with a weight of 2 percent. The company can conduct its own assessment for the process.

"Then, this assessment will be verified by the Verification Team for the next issued TKDN IK Certificate. When this process is complete, the certificate can be printed independently by the company concerned," he said.

According to Nila, the entire series of TKDN IK certificates is carried out online, so that it can be easier for industry players.

"In addition, the TKDN IK certificate will be issued no later than five days after the submission," he added.
