JAKARTA – The Ministry of Finance's National Single Window (LNSW) agency stated that starting September 1, 2022, the Single Submission Quarantine Customs (SSm QC/SSm Pabean Quarantine) service will apply on a mandatory basis at 14 ports in Indonesia.

Secretary of the National Single Window Institute, Muhamad Lukman said the ports are Tanjung Priok, Belawan, Surabaya, Makassar, Semarang, Lampung, Pekanbaru, Palembang, Pontianak, Balikpapan, Batam, Cilegon, Samarinda and Kendari.

"This marks the government's commitment to accelerate the expansion of the SSm Quarantine Customs service in the context of reducing bureaucracy and improving services in port areas in accordance with the National Corruption Prevention Strategy Action for 2021-2022," he said in a press statement, Tuesday, August 23.

According to Lukman, all relevant agencies will provide physical or online helpdesk services for complaint services from service users regarding problems in implementing the Transporter SSm in each region.

“This latest strategy is a concrete manifestation of the government's efforts to remove barriers, increase the speed of goods flow and encourage reductions in logistics costs in international and domestic trade. This is to create an efficient, standard, simple, cheap and transparent logistics ecosystem,” he said.

Previously, the SSm Quarantine Customs scheme only applied mandatory (mandatory) in four ports, namely Belawan, Tanjung Emas, Tanjung Perak, and Tanjung Priok.

Meanwhile, the implementation of the SSm Quarantine Customs, which can be accessed through the Indonesia National Single Window (SINSW) system, is integrated with two services whose business processes overlap, namely customs and quarantine services.

As a result, business actors do not need to input data many times, but only once through SINSW and then SINSW will distribute it to the relevant agencies.

SINSW will also provide a notification if based on the incoming data, a joint inspection can be carried out or separately.

LNSW noted that quarantine containers for the January to July 2022 period were dominated by the SSm Quarantine Customs quarantine with a total of 141,203 containers or 91.97 percent of the total quarantine applications. In addition, the dwelling time performance of the SSm Quarantine Customs container in July 2022 is 3.31 days.

"The expansion of the implementation of the Customs Quarantine SSm is expected to be able to contribute positively to the arrangement of the national logistics ecosystem and increase the ease of doing business in the country," Lukman concluded.
