Moeldoko Ensures KSP Monitors Subsidized Fuel Distribution For Small-Scale Fishermen

JAKARTA - Head of the Presidential Staff Office (KSP), Moeldoko ensured, KSP will monitor and evaluate the implementation of the distribution of subsidized fuel for small-scale fishermen, which is under 10 GT. This, he said, followed up on the signing of a memorandum of understanding to simplify procedures for distributing subsidized fuel for fishermen.

The agreement involved the Ministry of Energy and Mineral Resources, BPH Migas, Pertamina, and six local governments. Namely, the province of the Riau Islands, the city of Medan, the city of Bitung, as well as the districts of Central Maluku, Cilacap, and Sukabumi.

"With this memorandum of agreement, it is hoped that access for small fishermen to get subsidized fuel will be more open and easier. KSP will certainly carry out monitoring and evaluation in the field," said Moeldoko, after witnessing the signing of the memorandum of understanding to simplify the procedure for distributing subsidized fuel for fishermen, at the Bina building. For information, the Presidential Staff Office has initiated an agreement to simplify the procedure for distributing subsidized fuel for fishermen, between the relevant ministries/institutions and six local governments. This agreement addresses the problem of fishermen under 10 GT, who find it difficult to access subsidized fuel.

"On the other hand, BPH Migas said that the absorption of subsidized fuel quota for fishermen is still small. Well, this is not in sync. Therefore KSP initiated the agreement," said Moeldoko.

The 2013-2015 TNI Commander revealed that, based on the results of field verification by the Presidential Staff Office team, one of the obstacles faced by fishermen in accessing subsidized fuel was administrative matters. Where, fishermen must have a letter of recommendation which contains many attachments.

Moeldoko gave an example, Letter of Evidence for Ship Arrival (STBLKK), Photocopy of SIPI/SIKPI or proof of ship registration by showing the original, Photocopy of Operation Worthiness Letter (SLO), and estimated remaining diesel oil on board.

"The results of the KUSUKA 2020 survey, seventy-eight percent of fishermen have difficulty obtaining letters of recommendation because they have not been able to complete the attachments. This condition makes fishermen unable to buy subsidized fuel. In fact, fuel is the largest component for fishermen to be able to go to sea," said Moeldoko .

On that occasion, Moeldoko also emphasized the importance of ministries/institutions accelerating the Maritime and Fisheries Business Actor Card (KUSUKA). Because, in KUSUKA already inputted fisherman data that can be a guide for determining and allocating subsidized fuel.

"This will not only optimize the absorption of the subsidized fuel quota, but the distribution will also be right on target. KUSUKA is by name by address, NIK, and the size of the ship is also recorded on the card," he concluded.
