JAKARTA - The Ministry of Transportation has issued a Circular (SE) concerning Instructions for the Implementation of Travel for People by Transportation both domestically and abroad during the COVID-19 pandemic, which will take effect from July 17, 2022. One of the regulations is for airplane passengers who have not received booster vaccinations. must include a negative antigen swab result 1x24 hours.

A spokesman for the Ministry of Transportation, Adita Irawati, said the Circular of the Ministry of Transportation referred to the Circular Task Force for Handling COVID-19 Numbers 21 and 22 of 2022 regarding the provisions for travel for domestic and foreign people during the COVID-19 pandemic.

Adita said that for domestic travel, the Ministry of Transportation issued four Circulars, namely Circular No. 68 (sea transportation), Circular No. 70 (air transportation), Circular No. 72 (railway), and Circular No. 73 (land transportation).

"As for foreign travel, the Ministry of Transportation issues three Circulars, namely: Circular No. 69 (sea transportation), Circular No. 71 (air transportation), and Circular No. 74 (land transportation)", she said in an official statement, quoted on Monday, July 11th.

In general, what is regulated in the Circular, namely, Domestic Travel Actors (PPDN) using air, sea, land transportation modes using private or public vehicles, crossings, and intercity trains from and to regions throughout Indonesia, the following provisions apply:

First, PPDN receiving the third dose of vaccination (booster) is not required to show a negative result of the RT-PCR test or rapid antigen test.

Second, PPDN receiving the second dose of vaccination must show a negative rapid antigen test result whose sample is taken within 1x24 hours or a negative RT-PCR test result whose sample is taken within 3x24 hours before departure as a condition of travel and can carry out a third dose of vaccination (booster) on-site upon departure.

Third, PPDN receiving the first dose of vaccination must show a negative result of the RT-PCR test whose sample was taken within 3x24 hours before departure as a condition of travel.

Fourth, PPDNs with special health conditions or comorbid diseases that prevent them from receiving vaccinations are excluded from the vaccination provisions. However, it is mandatory to show a negative result of the RT-PCR test whose sample was taken within 3x24 hours before departure and must attach a doctor's certificate from the Government Hospital stating that the person concerned has not and/or cannot take the COVID-19 vaccination.

Fifth, PPDN aged 6-17 years are required to show a second dose of vaccine card/certificate without showing a negative result of the RT-PCR test or rapid antigen test; or

Sixth, PPDNs under 6 years of age are exempt from vaccination provisions and are not required to show negative results from the RT-PCR test or rapid antigen test, but must travel with a companion who has complied with the provisions for vaccination and COVID-19 examination and applies strict health protocols.

Adita said that this rule is specifically excluded for routine trips using land transportation modes using private or public vehicles, and trains in one urban agglomeration area/area, and for pioneer modes of transportation including in border areas, 3T areas (lagging, leading, outermost), and limited shipping according to the conditions of each area.
