JAKARTA - Transportation observers assess that the potential for parking income in Jakarta can reach IDR 9 trillion per year. So, if the income is less than IDR 1 trillion, it is stupidity.
Recently, the DKI Jakarta Provincial Government through the Regional Revenue Agency (Bapenda) proposed a decrease in the parking retribution target, which was stated in the amendment to the Regional Revenue and Expenditure Budget (A{BD) for the 2025 fiscal year.
Of the Rp350 billion figure, in the Draft Amendment to the General Policy of the APBD and the Draft Change of Priority and Temporary Budget Ceiling (KUA-PPAS) of the APBD for Fiscal Year 2025, the DKI Jakarta Regional Revenue Agency (Bapenda) asked for the parking retribution target to be reduced by Rp50 billion to Rp300 billion.
The Parking Special Committee (Pansus) Taufik Zoelkifli said the Jakarta Provincial Government's potential regional revenue (PAD) from the parking sector could reach Rp600 billion.
However, the Jakarta Provincial Government has not fully exploited this potential income.
This amount, said Zoelkifli, is more than the income currently obtained by the Jakarta Provincial Transportation Service Parking Management Unit, which in 2024 only gets IDR 8.9 billion.
The DPRD also pays special attention to parking problems in Jakarta, especially those on the road considering their huge potential.
Regarding the submission of a reduction in the parking service tax target of IDR 50 billion, the Head of the Retribution and Other Revenue Divisions of the Regional Original Revenue of the DKI Jakarta Bapenda Andriansyah explained the cause of the proposed reduction in the off-street tax target.
He explained that one of the factors was the change in the behavior of a number of people who previously used private vehicles to become the use of public transportation.
That way, they no longer need a place to park their vehicle.
"People's culture has begun to change, yes, those who were used to using private cars have become public transport," Andriansyah told VOI, Wednesday, July 9.
"From the data, the use of public transportation such as LRT, MRT, then rail and non-rel-based vehicles is also quite significant. So, that is one of the factors," he continued.
In addition, the economic slowdown is also accused of being one of the causes of reduced parking retribution income.
Contacted separately, the Chairman of the Institute for Transportation Studies (Instran) Darmaningtyas did not deny that the potential of PAD from the parking sector was very large. But unfortunately it is not managed well.
He assumed that the number of motorized vehicles in Jakarta reached 15 million units, both two-wheeled and four-wheeled.
If one vehicle spends IDR 3,000 every day for 24 days a month, then in one year the income can reach more than IDR 9 trillion.
He also encouraged DKI Governor Pramono Anung Jakarta to manage all parking spaces in the capital city.

"So if all parking is managed by the government, then the achievement is large," said Darmaningtyas when contacted by VOI
For information, currently the Parking Management Unit of the DKI Jakarta Provincial Transportation Service is only carrying out parking management, not off the street parking in 69 locations (11 percent) of the existing 615 parking locations.
The street parking lot is in the form of government offices, parking buildings, parking lots, terminals, markets, and others.
Parkingoff street is a parking lot that is located not on the shoulder of the road, but in special parking lots such as parking buildings or parking parks. This parking lot is managed professionally and does not interfere with road traffic.
Regarding its implementation, Darmaningtyas advised the DKI Provincial Government to cooperate with the TNI and Polri for security and continue to involve existing parking attendants. That way, said Darmaningtyas, to become awin-win solution for all parties.
"So that all parking income goes to the DKI Provincial Government. The officers get salaries, the security involves the TNI and Polri, so all of them make a profit," said Darmaningtyas.
"A large PAD from parking can be used for public transportation subsidies," he added.
Seeing the high potential for feeder income in DKI Jakarta, Darmaningtyas assesses that there is an error in the current parking management system.
"If the parking greeting in DKI does not reach Rp1 trillion, it is clear that a stupidity that we cannot tolerate. So the governor must immediately formulate a good parking strategy in DKI," said Darmaningtyas.
He also encouraged the DKI Provincial Government to imitate the parking management system in a number of countries, such as Kuala Lumpur in Malaysia, which applies subscription parking.
With this system, parking attendants do not need to deposit, vehicle owners do not need to pay at any time, while parking attendants still get a monthly salary.
