Calculating The Strength Of Two Cawagub Jakarta

JAKARTA - Ahmad Riza Patria and Nurmansyah Lubis are preparing to compete in the election for Deputy Governor of DKI. Both will compete to get the most votes from 106 members of the DKI DPRD during the election.

A political observer from Al-Azhar University, Ujang Komarudin, views that the possibility of Riza being elected is greater than Nurmansyah. The reason was that the name Nurmansyah had just emerged. It is different from Riza, who had previously been brought up with three other Gerindra men, namely Arnes Lukman, Ferry Juliantono, and Saefullah.

"Nurmansyah, the new name proposed by PKS when Agung and Syaikhu were not welcomed by the DPRD, why didn't PKS carry Nurmansyah from the start?" Said Ujang when contacted by VOI, Tuesday, January 21.

In addition, the Gerindra faction has 19 seats in the DPRD. This number is more than PKS which has 16 seats. Not to mention, Gerindra also represents the leadership position, namely Deputy Chairperson of the DKI DPRD, M. Taufik.

"So, Taufik will lobby other leaders to choose Riza," said Ujang.

Furthermore, the close proximity of Gerindra to the administration of President Joko Widodo also added strength and paved the way for Riza Patria to occupy the second place in DKI.

Moreover, PDI Perjuangan as the party that carries Jokowi in the 2019 Election, has 25 seats in the DPRD. This number will be more likely to belong to Riza.

"Even though Nurmansyah has been in the DPRD twice, Riza is still considered to understand the problems of DKI because he has served as Chairman of the KNPI DKI," he said.

Candidate track record

The chairman of DPD Gerindra DKI, Muhammad Taufik, had a reason for his party to choose Riza from a total of four people who were nominated by Gerindra.

Taufik said, Riza is a person who quite understands the problems of Jakarta. Riza has been elected as a member of parliament for two terms and now serves as Deputy Chairperson of Commission V DPR RI.

Riza has also participated in the general election for the Governor of DKI Jakarta as a candidate for Deputy Governor accompanying the candidate for Governor, Hendardji Soepandji, in 2012.

"Pak Riza has sufficient experience in DKI. He was once the chairman of the KNPI, a youth figure in Jakarta. So when asked about Jakarta, Riza really understands," said Taufik.

Meanwhile, the head of the PKS DPRD DKI Faction Arifin revealed Nurmansyah's track record, who is considered capable of managing DKI. This is because Nurmansyah served as a member of the DKI DPRD for two terms. He was a member of the DKI DPRD for the period 2004-2009 at Commission B and 2009-2014 at Commission D and C.

"Insyaallah's political experience in DKI is not in doubt and he really understands the problems of DKI. 10 years as a member of the council, he certainly understands the problems of DKI," said Arifin.

Apart from political experience, his educational background is also the reason why Nurmansyah is considered to have the capacity to become a candidate to replace Sandiaga Uno. Nurmansyah received his education at the SI and S2 levels majoring in Accounting.

"His background supports the Governor because of his accounting education background. He is S1 and S2 in accounting, God willing, he understands budget matters. So, according to our view, he will accompany Anies to lead DKI Jakarta," he added.

For information, Nurmansyah Lubis and Riza Patria have officially replaced Agung Yulianto and Ahmad Syaikhu as previous vice governor candidates.

The two new candidates no longer need to undergo a cawagub fit and proper test. Previously, Agung and Syaikhu had to undergo a fit and proper test before becoming the number 2 candidate for DKI.

DKI Jakarta Governor Anies Baswedan will follow up on the two proposals. When he receives the name submission letter, he will hand it over to the DPRD leadership. Furthermore, the Secretary of the Council will arrange the schedule for the joint leadership meeting (rapimgab). In the Rapimgab, the DPRD will ratify the rules for the election of DKI Deputy Governor that have been drawn up by a special committee (special committee).

In addition, the DPRD formed a voter committee (panlih) which was in charge of the election process, continued to carry out the election by voting from members of the council.

The election plenary meeting will be held if the number of members of the DKI DPRD who are present meets the quorum requirements, namely 50 percent plus 1 person. The number of members of the DKI DPRD is 106 people. Thus, a meeting is considered a quorum if at least 54 members are present.

There are two election processes that will be held by the DPRD. First, the elected cawagub must get 50 percent + 1 of the number of DPR members present. Second, the cawagub can win the election if it is elected the most by DPRD regardless of the number of members present.
