Opening the DPR Session Attended by Prabowo, Puan Emphasizes the Drafting of the Law in Favor of the People

JAKARTA - Speaker of the House of Representatives Puan Maharani opened the First Session of the 2026-2027 Session which marked the start of the third year of the DPR's term of office for the 2024-2029 period. On this occasion, Puan emphasized that every legislation or law prepared by the DPR together with the Government continues to prioritize the people's interests.

This was conveyed by Puan in the Plenary Meeting of the Opening of the First Session of the 2026-2027 DPR Session at the parliament complex, Senayan, Jakarta, Friday, August 14.

President Prabowo Subianto was also present to deliver the introduction of the Draft State Budget Law (RUU APBN) for the 2027 Fiscal Year along with the financial notes and other supporting documents to the DPR.

"The opening of this trial marks the start of the third year of the service of the Indonesian House of Representatives for the 2024-2029 period," said Puan Maharani in her opening speech.

Entering the third year of the DPR's term of office for the 2024-2029 period, Puan said that the people's expectations would be greater to be able to enjoy the results of development and various policies that are increasingly felt by the people in their daily lives.

"Therefore, this trial period will be an important opportunity for the DPR RI to continue to strengthen performance, absorb people's aspirations, and present policies that provide real benefits for the people," he said.

In carrying out the function of legislation, Puan stated that the DPR together with the Government had completed 28 bills into laws since the first session of 2024 to the last session.

The details are 3 laws by Commission I of the DPR, 10 laws in Commission II of the DPR, 3 laws in Commission III of the DPR, 2 laws in Commission VI of the DPR, 1 law in Commission VII of the DPR and Commission VIII of the DPR, as well as 2 laws each in Commission XI of the DPR and Commission XIII of the DPR.

"The Legislative Body has 3 laws, the Special Committee has 1 law," added Puan.

Puan also said that the DPR together with the Government would focus on discussing 14 bills at the I-Level Talks stage during this trial.

In addition, the DPR RI will also continue 43 bills in the drafting stage, including the drafting of the Law on Asset Confiscation, which is currently in the stage of gathering public aspirations.

"The bill on Asset Confiscation is still in the stage of receiving input from the public that is meaningful or meaningful participation, so that it can strengthen the substance of the law and have strong legitimacy," he explained.

Puan emphasized that the quality of the formation of laws is not only measured by the number of laws produced, but how much benefit can be felt by the people with the presence of the law.

Furthermore, Puan said that in every formation of laws there is always political dynamics, both between factions, between the DPR RI and the Government, as well as dynamics in articulating the aspirations of community groups where the DPR RI together with the Government always seeks a meeting point related to this for the sake of siding with the people's interests.

"The meeting point that confirms the presence of the state, the partiality to the people, and the usefulness of the law," he said.

Puan said that it has become a mutual commitment between the DPR RI and the Government to implement the formation of laws in accordance with the mandate of the Constitution, opening up space for meaningful community participation, and based on the needs of national law and the basis of social, political and economic legitimacy.

"And there is no overlap between laws and/or the authority of the state apparatus," continued the first woman to serve as Speaker of the Indonesian House of Representatives.

Then, in terms of supervision, Puan stated that the DPR continues to ensure that the Government's performance has an impact on the people's lives that are getting better. He then revealed several problems that are of concern to the people and need to be followed up.

"Among others, the settlement of various legal cases, relaxation of policies on employee spending in the regions, expansion of employment opportunities and protection of migrant workers and online transportation, anticipation of forest and land fires and the impact of long droughts on water availability and the sustainability of the agricultural sector," said Puan.

"Then, evaluate the governance of the national education budget and implementation, and create a more conducive investment climate to encourage real sector growth, layoffs, and access to BPJS Health Services," he continued.

In terms of the function of parliamentary diplomacy, Puan said that this was directed at strengthening Indonesia's foreign policy.

"On July 22, 2026, the DPR RI has successfully hosted the 17th AIPA Caucus meeting in a hybrid manner, coinciding with the 50th anniversary of the Treaty of Friendship and Cooperation in Southeast Asia," explained Puan.

"The DPR RI in every opportunity in international forums always encourages the creation of inclusive peace and parliamentary collaboration between countries to voice a better geopolitical and geo-economic order for all," added the former Coordinating Minister for Political, Legal, and Security Affairs.

In this plenary meeting, Prabowo will submit the introduction of the 2027 Budget APBN Bill along with the financial note and other supporting documents to the DPR. What Prabowo says will become the basis for discussion of the 2027 RAPBN between the DPR and the Government.

This plenary meeting is also part of the series of the Annual Meeting of the MPR RI and the Joint Meeting of the DPR-DPD RI.

Puan then officially opened the First Session of the 2026-2027 DPR Session Period in front of President Prabowo.

"By saying bismillahirrahmanir-rahim, on behalf of the DPR RI leadership, I hereby announce to all Indonesian people that the First Session of the 2026-2027 Session will begin from Friday, August 14, 2026 until Monday, November 9, 2026," said Puan.

To all council members, Puan congratulated them for working to fight for the welfare of the people.

"Let us, the DPR RI, during this first trial, be able to produce State Policies that can protect the people, make the people prosperous, educate the people, and participate in building a better world order," he concluded.
