BOGOR - The Regional Representative Council (DPRD) of Bogor City urges the Bogor City Government (Pemkot) to immediately accelerate the implementation of Regional Regulation (Perda) Number 10 of 2021 concerning the Prevention and Combating of Sexual Violence and Child Protection.
The encouragement came following an increase in cases of violence against children, the prevalence of bullying (bullying) at the elementary school level, to the shift in the trend of HIV cases which now begin to target the adolescent age group in Bogor City.
Chairman of the Special Committee (Pansus) of the Bogor City DPRD, Devie Prihartini Sultani, emphasized that Regulation Number 10 of 2021 has legal force so that its implementation should not be delayed just because the Mayor's Regulation (Perwali) as a technical regulation has not been completed.
"Child safety and protection should not wait. The regulation has been in force and all Regional Apparatus Organizations (OPD) must immediately carry out their authority through SOPs, technical instructions, circular letters, and administrative policies that are available," said Devie in his statement, Sunday, July 26.
According to Devie, in the evaluation meeting for the implementation of the regulation, it was revealed that the Bogor City Government had actually drafted the Perwali since 2023. However, the determination process was delayed after the results of the harmonization of the West Java Ministry of Law and Human Rights Regional Office recommended an evaluation of Regulation Number 10 of 2021 first.
Based on data from the Bogor City Government Legal Section, there are four Perwali and one commission decision that are mandates of the ordinance and need to be immediately resolved. In total, there are still about 149 ordinance mandates in various regional devices that require implementing regulations.
However, the DPRD and Bogor City Government agreed that technical implementation in the field must still run. The preparation of the Perwali will prioritize regulating the procedures for receiving complaints, the mechanism for rehabilitating victims, and the training program.
Devie assessed that accelerating the implementation of the rules was important to break the chain of sexual violence or the cycle of abuse. According to him, victims who do not receive adequate rehabilitation have the potential to become perpetrators later.
"One victim who is not handled can develop into a new perpetrator. Meanwhile, one perpetrator has the potential to cause five to eight new victims," he said.
Data from the Bogor City Regional Indonesian Child Protection Commission (KPAID) showed that throughout last year there were around 200 complaints, with 96 cases eligible for assistance.
In addition, the results of mentoring 7,800 students found 59 cases of bullying, most of which occurred in students in grades IV and V of elementary school. The DPRD also highlighted the increasing threat of HIV in the younger age group. Based on Bogor City Health Service data, from January to June 2026, 212 new HIV cases were recorded.
Of these, 19 cases were found in the 15-19 age group, 44 cases in the 20-24 age group, and 39 cases in the 25-29 age group. In fact, cases are still found in children under 15 years of age.
According to Devie, this condition is a signal for the need to strengthen family resilience education, early detection, and access to health services that are friendly to adolescents.
To respond to these various issues, the Bogor City DPRD proposed the implementation of a simultaneous movement entitled the Warning Campaign which involved OPD, PKK, women's organizations, religious figures, schools, and community cadres.
The program is planned to take advantage of the momentum of the School Environment Introduction Period (MPLS) to provide education on child protection and prevention of sexual violence, anti-bullying campaigns, character education, digital literacy, and strengthening family resilience.
As a follow-up, the Bogor City DPRD will write a letter to the Mayor of Bogor to allocate the budget for the Prevention and Combating Sexual Violence Program (P4S) in the 2027 Fiscal Year Budget.
The DPRD also recommends the appointment of one OPD as a leading sector so that the coordination of the implementation of Regulation Number 10 of 2021 is more effective. In addition, the Bogor City Government is encouraged to conduct a comparative study to the Bandung City Government which is considered to have successfully completed the evaluation of similar regulations.
"This step requires cross-sectoral synergy, starting from the City Government, DPRD, law enforcement officers, Health Service, DP3A, KPAID, to community organizations to ensure that Bogor City is truly safe for our children," concluded Devie.
