YOGYAKARTA - The Yogyakarta Special Region Police has revealed the modus operandi of a suspected corruption case in the utilization of desayang kas land involving the former Lurah Condongcatur with the initials R (48) with a state financial loss of IDR 1.74 billion.

Kasubdit III Directorate of Special Criminal Investigation of the DIY Police AKBPHaris Munandar Hasyim said that suspect R had been detained at the DIY Police Headquarters since Monday (29/6).

"Our policy is to take action on this case, namely from the police report Number LP/A/14/V/2025/SPKT/DITRESKRIMSUS/POLDA D.I. Yogyakarta dated May 5, 2025," he said as reported by ANTARA, Tuesday, June 30.

Haris explained that while still serving as a village head in the 2021-2023 period, R allegedly abused his authority by renting out 1,980 square meters of village cash land located in Padukuhan Gandok, Condongcatur Village, Sleman Regency.

The land is divided into several kaplings which are then rented to 17 tenants.

"This land is leased to 17 tenants with an area (total) of 1,980 square meters," he said.

He explained that the rental price for each kapling varies, ranging from Rp. 50 million to Rp. 100 million for a five-year lease.

"Then the tenant built a building privately for a residence," said Haris.

In addition to houses, a number of kaplings are also used as RW Halls and green open spaces (RTH).

"Tenants are informed that after five years, (rent) can be extended," he said.

Haris emphasized that the process of renting the village cash land was carried out without obtaining the permission of the DIY Governor as stipulated in the DIY Governor Regulation Number 34 of 2017 concerning the Utilization of Village Cash Land.

He revealed that the total rent received by suspect R was around IDR 1.3 billion and after learning about the investigation from the police, all the money was returned to each tenant.

"When we knew we were investigating, the money was returned to each tenant who should have deposited the money into the village cash account," said Haris.

Based on the results of the audit of the calculation of state financial losses by the DIY Representative of the Financial and Development Supervisory Agency (BPKP), the value of state financial losses due to the case amounted to IDR 1,740,213,500.

"Village cash land cannot be used for housing, the buildings there will be followed up after the court decision," he said.

For his actions, suspect R was charged with Article 603 of the Criminal Code, Article 3 of Law Number 20 of 2001 concerning the Eradication of Corruption Crimes, and Article 606 paragraph (2) of the Criminal Code.

The suspect is threatened with life imprisonment or a maximum of 20 years, with a minimum penalty in accordance with the provisions of the alleged article and a minimum fine of Rp. 50 million to category VI as stipulated in the legislation.
