JAKARTA - The Special Committee (Pansus) for Parking of the DKI Jakarta DPRD found dozens of buildings in Jakarta did not have or had not extended the Certificate of Public Function (SLF). The findings emerged when the committee summoned private building managers to government-owned buildings to check building permit compliance.

Chairman of the Parking Committee of the DKI Jakarta DPRD Jupiter said that out of 23 buildings invited to the meeting, 15 of them had problems related to SLF. In fact, there are buildings whose permits are functional but have been dead for decades.

"It turns out that there are still many buildings in Jakarta whose SLF has not been extended or not taken care of. Therefore, this is our concern because buildings in Jakarta also have parking areas as a single building unit, both motor and car parking, in offices, hotels, shopping centers, to basements," said Jupiter to reporters, Thursday, May 28.

"If there is a disaster or fire, this certificate of functional suitability (SLF) is important to ensure that the permit is extended, so that we can prevent risks and ensure that evacuation routes are still available," said Jupiter.

The committee also highlighted the weak supervision from the DKI Jakarta Office of Construction, Spatial Planning, and Land (Citata). Jupiter asked Citata to be more aggressive in registering and taking action against building owners who neglect to extend SLF.

"We encourage the Citata Office to comply with its duties in the supervision of buildings to be more active in inviting building owners to immediately process the extension of the SLF permit," he said.

Jupiter revealed that there were building owners who let the SLF permit expire for 10 to 15 years. This condition is considered to indicate the low compliance of employers with building safety rules.

"There are still many entrepreneurs and building owners who are negligent, do not take care of permits that have expired or expired. In fact, some have been 10 to 15 years," he said.

The DKI DPRD Sub-Committee also asked the DKI Provincial Government to provide gradual sanctions to building owners who have not taken care of SLF, ranging from a warning letter to sealing the building.

"We have already said, we ask that a firm sanction in the form of SP1 be given. If the building owner still does not process the SLF permit, then SP2 is given, then SP3," said Jupiter.

He emphasized that the process of granting SP1 to SP3 was requested to be completed within three weeks. If you still do not take care of SLF, then the building can be sealed until operations are stopped.

"If after SP3 you still haven't taken care of SLF, then we and the members of the sub-committee will conduct a field review with the relevant SKPD, including Citata, to seal it," he continued.
