As a democratic country, Jamiluddin assessed, the establishment of IKN should involve the people directly. "The people should be asked what they want IKN to be moved? If you want, where is the location of IKN that you want?," he said.
To get an answer, said Jamiluddin, a referendum should be held. "That way, the move of IKN is solely the will of the people, not the president's will through the DPR's justification," he said.

"Prabowo needs to know first the voice of the people whether they want the IKN to move? If yes, do they really want the IKN to move to North Penajam Paser Regency and Kutai Kertanegara Regency?," he said.
"If the answer is yes, then the President will issue a Presidential Decree on the relocation of IKN. However, if the people do not want it, the President should follow the will of the people. That way, IKN must remain in Jakarta. It must be done if the relocation of IKN is carried out democratically, as mandated by the constitution," continued Jamiluddin.
