JAYAPURA - The Special Criminal Investigation Directorate (Ditreskrimsus) of the Papua Police has named two people as suspects in the alleged case of misuse of subsidized fuel oil (BBM) in Merauke Regency, South Papua Province.
"The two suspects are M.R. and M.S.," said Papua Police Chief of Reskrimsus Kombes Rama Samtama Putra in Jayapura, Antara, Wednesday, April 29.
Rama explained that the two were charged under Article 55 of Law Number 22 of 2001 concerning Oil and Gas as amended in Law Number 6 of 2023 concerning Employment Creation, with a maximum penalty of six years in prison and a fine of up to IDR 60 billion.
This case was revealed from an investigation conducted since February and was revealed on April 16 by a team led by the Head of Sub-Directorate IV Tipidter Ditreskrimsus of the Papua Police, Kompol Agus Ferinando Pombos.
Based on the results of the investigation, the actions of the perpetrators were suspected of being organized. Both of them are known to be managers of Gapoktan Bina Tani and are involved in the management of the Alsintan Service Business (UPJA) by taking advantage of the distribution gap of subsidized fuel.
The suspects are suspected of using an invalid recommendation letter in the name of the Papua Provincial Directorate of Food and Horticulture. The letter was supposed to be for farmers, but was used to buy subsidized fuel types Biosolar and Pertalite at a number of SPBU in Tanah Miring and Kurik Districts at official prices.
The purchase price is Rp6,800 per liter for Biosolar and Rp10,000 per liter for Pertalite.
The fuel purchased was then stored in warehouses using several tanks with a capacity of around 700 liters per unit.
In fact, according to Rama, UPJA is not an official distributor appointed by the Upstream Oil and Gas Regulatory Agency (BPH Migas).
Furthermore, subsidized fuel is resold at a price above the highest retail price (HET), namely Rp9,000 per liter for Biosolar and Rp11,000 per liter for Pertalite.
From the results of the search, officers seized a number of evidence in the form of one unit of fuel dispenser, about 1,700 liters of Biosolar, pump machines, hoses, drums, funnels, tank profiles, as well as transaction documents and sales notebooks for the period February to April 2026, including letters of recommendation used by the perpetrators.
As a result of this act, the state is estimated to have suffered a loss of around IDR 197.8 million.
