JAKARTA - The Ministry of Health is preparing to implement regulations on electronic cigarettes or vapes as stipulated in Government Regulation Number 28 of 2024.

Head of the Communication and Public Service Bureau of the Ministry of Health of the Republic of Indonesia Aji Muhawarman said the regulation regulates the control of electronic cigarettes with provisions equivalent to conventional cigarettes.

"The regulation of electronic cigarettes in PP Number 28 of 2024 includes age restrictions, advertising control, and product content standards," said Aji in a written statement quoted by ANTARA, Wednesday, April 15.

According to him, the regulation prohibits the use of electronic cigarettes for residents under the age of 21 years and restricts advertising, including on social media.

In addition, vape products are required to meet the maximum standard for nicotine content and are not allowed to use additional ingredients that have a negative impact on health.

He added that the rules also require the inclusion of pictorial health warnings and prohibit the use of electronic cigarettes in smoke-free areas.

Aji explained that the implementation of the regulation was planned to start in July 2026, so that at this time the government is still in the implementation preparation stage.

Along with that, the Ministry of Health has prepared derivative rules in the form of ministerial regulations and ministerial decisions as guidelines for control.

"We also carry out socialization and education regarding the impact of electronic cigarettes on health together with health organizations and professional organizations," said Aji.

On the other hand, professor at the Department of Pulmonology and Respiratory Medicine, Faculty of Medicine, University of Indonesia, Prof. Dr. Faisal Yunus, Ph.D., Sp.P(K) assessed that strengthening regulations is still needed to protect public health, especially the adolescent age group.

According to him, a number of aspects still need attention, including ease of access to vape products, interesting flavor variations, and marketing that targets young people.

"Regulations still need to be strengthened to reduce the use rate and protect vulnerable populations," he said when contacted by ANTARA, Wednesday.

He added that a number of countries have begun to implement stricter policies, such as banning disposable products, restricting the use of flavoring substances, and controlling advertising.
