The request, continued Gogot, was then conveyed by attaching a letter of absolute accountability from the regent, mayor, and governor to ensure that the request submitted was in accordance with conditions in the field.

"So it is not automatic that the circular applies to all educational units. So it must be in accordance with the conditions, the real needs of the educational unit. So this is conditional," said Gogot.
