JAKARTA - The Head of the Post-disaster Sumatera Rehabilitation and Reconstruction Task Force (Satgas PRR), Tito Karnavian, emphasized that accelerating the construction of permanent housing (huntap) remains a top priority in post-disaster recovery efforts in the Sumatra region.

"We convey that the huntap is the most important priority, then also later on very urgent things, such as bridges, roads, which are indeed the main roads," said Tito as quoted by ANTARA, Monday, April 6.

Tito explained that although the government, road access, and community activities such as markets have begun to run normally, there are still many new functional infrastructure that need to be permanently resolved.

According to him, a number of sectors that still need to be handled include agricultural land such as rice fields and ponds, the construction of permanent roads and bridges, and the completion of temporary bridges.

In addition, the development of huntap for affected people is the main focus so that residents do not stay in temporary housing for too long.

In addition to hunting, the government also prioritizes the improvement of vital infrastructure such as main roads and strategic bridges, as well as the cleaning of mud in a number of affected points.

Tito said that due to the complexity of the problems on the ground, including the need for river normalization and other permanent development, it is estimated that it will take up to three years to recover.

"So this is a recovery program for the estimated period, if we estimate three years so that it is made renduk (master plan)," he said.

However, the master plan will be reviewed to determine the priority of work that must be completed in 2026, especially the construction of main roads and other basic infrastructure. Meanwhile, less urgent work will continue in 2027 to 2028.

He also emphasized the importance of the role of local governments in accelerating rehabilitation and reconstruction. The President, he said, had allocated an additional Regional Transfer (TKD) of Rp. 10.6 trillion for the three affected provinces to support this acceleration.

Meanwhile, Deputy for Regional Development of Bappenas Medrilzam said that the preparation of the Master Plan for the Acceleration of Rehabilitation and Reconstruction had gone through a synchronization process between the regional government's proposal and ministries/institutions.

According to him, the proposed regions which reached almost Rp200 trillion and the work plan of ministries/institutions of around Rp98 trillion have been adjusted to an indicative financing requirement of Rp120 trillion.

"Of this total, approximately Rp100.2 trillion will be implemented by ministries/institutions within a period of three years," said Medrizal.

For the first year of implementation in 2026, Bappenas encourages the Additional Budget (ABT) of around Rp. 40 trillion to accelerate the implementation process contained in the master plan to be immediately realized.

"For the first year of 2026, we will try to discuss with the Ministry of Finance how we can encourage ABT to be implemented to accelerate the implementation process which may reach almost Rp. 40 trillion," he said.
