We have never refused, and we are ready to cooperate with Europe as well," said President Putin, adding that Moscow "needs some signals from them."
The Russian president then said global oil prices had risen sharply in recent weeks, increasing by more than 30 percent.
He warned that oil production related to transportation through the Strait of Hormuz could face serious disruptions, potentially stopping in the next month if instability continues in the region.
